The Chief of Police is the Chief Administrative Officer of the department and the final departmental authority in all matters of policy, operations, and discipline. The position exercises all lawful powers of the office and issues such lawful orders as are necessary to assure the effective performance of the department.

Through the Chief of Police, the department is responsible for the enforcement of all laws coming within its legal jurisdiction. The Chief of Police is responsible for planning, directing, coordinating, controlling, and staffing all activities of the department and training of its personnel. The position is responsible for the department’s continued and efficient operation, for the enforcement of rules and regulations within the College and the department, for the completion and forwarding of such reports as may be required by proper authorities and for the department’s relations with local citizens, the local government, and other related agencies.

Minimum Qualifications/ Work Experience:

Knowledge of police supervisory concepts and practices, modern police methods and procedures, investigative functions, and Federal, State, and Municipal laws and controlling court decisions.

Ability to manage a budget, plan, assign, instruct, supervise, and evaluate the work of subordinates, analyze situations quickly and objectively to determine proper actions to be taken, maintain good public relations and to work cooperatively toward city goals, and to write, read, and speak effectively.

Skill in the care and use of firearms.

Ten (10) years of progressively responsible experience in law enforcement, of which (5) years are as a supervisor of law enforcement personnel.

Desire graduation from the FBI National Academy, or similar program.

Must be able to demonstrate proven skills in strong leadership, interpersonal skills, fiscal and personnel management, and computer literacy.

(No comparable amount of training, education, or experience may be substituted for the above minimum qualifications.)

Preferred Qualifications/ Work Experience:

The Chief of Police should have a Master’s degree in related field, and ten years investigative or administrative experience with a major law enforcement agency or another institution of higher education. The Chief of Police should be able to demonstrate proven skills in strong leadership, interpersonal skills, fiscal, and personnel management, and computer literacy.

Graduation from an accredited four year college or university with a Bachelor’s Degree in Criminal Justice, Police Administration, Public Administration, or related field.

Preferred Education (if different from minimum):

Graduation from an accredited four year college or university with a Master’s Degree in Criminal Justice, Police Administration, Public Administration, or related field.

Licenses / Certifications Required:

Must maintain a Louisiana University Police Officer Certification as required by Peace Officer Standards and training Certification.

Must maintain a valid Louisiana Motor Vehicle Operator’s License, and successfully pass a background check.

Physical Demands:

Ability to communicate both orally and in writing. Must be able to operate a computer efficiently and be proficient in Microsoft Word and Excel. Endure sustained acts of physical exhaustion and endure periods of duty under unfavorable and life threatening situations including: lifting and carrying at least 45 pounds to 160 pounds and over, reaching, climbing, running, pulling, pushing, crawling, kneeling, bending, stooping and smelling. Must be able to sit, stand and walk for extended periods of time. Distinguish colors, have depth perception, have acceptable eyesight (with or without correction), have acceptable hearing (with or without hearing aid). Drive a patrol vehicle, occasionally at high speeds.

Works inside and outside in varying weather conditions with: noise, fumes, gases, smoke or flames, odors, slippery and uneven surfaces, in or with moving objects or vehicles, heights, poor lighting and in hazardous and stressful conditions.

Must be willing to work flexible hours, day or night, or weekends.
