DEPUTY DIRECTOR, SENIOR SERVICES

Minimum Qualifications:

Bachelor’s Degree in business or public administration, sociology, gerontology, social work or a related field required; supplemented by five years of progressively responsible experience in program management, including three years supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: May be required to possess and maintain a valid Georgia driver’s license.

Specific Knowledge, Skills, or Abilities : Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Examination:

The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Administers daily activities and operational functions within assigned divisions: administers services and programs for the County’s elderly; drafts policies and procedures for staff as requested by the Department Director and ensures policy implementation by divisional managers; and collaborates with departmental staff to facilitate the development/implementation of programs and services.

Supervises, directs, and evaluates assigned staff: makes hiring or termination decisions/recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Directs strategic planning: meets, discusses, and accesses progress in meeting goals with Department Head; conducts work sessions and focus groups to foster a strategic planning environment; implements pilot programs to test new strategies, along with organizing performance tools that evaluate the performance of programs and projects. Promotes coordination between intra-government and inter-government agencies in order to enhance collaboration and effectiveness through a variety of projects; creates implements, supervises and oversees completion of projects in a timely manner.

Performs budget administration: oversees departmental budget priorities, staffing, and funding levels across multiple funds.

Advises the Director, County Manager, and Board of Commissioners of program plans and activities and provides recommendations on departmental issues and policies.

Prepares and maintains a comprehensive strategic plan and capital improvement program.

Engages community and employee involvement: prepares presentations and meeting agendas; attends and speaks at community meetings and other government events.

Represents the Department to internal and external parties: conducts public meetings on departmental activities; promotes departmental programs; collaborates with partnering divisions, departments and outside organizations; attends/hosts community events; and serves as department liaison to media outlets and other organizations as requested/required by Director.

Oversees and provides leadership to management: directs implementation of training, strategic and business planning, performance measurement and other projects and programs; manages quarterly reporting on business plans and performance indicator.

Performs the duties of the Director, Senior Services in his/her absence as required.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation; reviews/approve documents created by subordinates; completes, processes, forwards or retains as appropriate.

Prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to Senior Services; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.
