Deputy Director of Support Services

Ensure the integrity of the Trust Fund Accounting Module in the Inmate Management System (IMS). Ensure Vendor accountability regarding value to the Department and inmates and ensure inmate complaints are resolved to reduce climate issues. Receive and analyze IMS Trust Fund Accounting database issues. Prepare and submit problem resolution sheets to database programmers with recommendations for immediate and long-term correction. Provide direction to Treasurer’s and their staff on technical issues and policy changes relating to the Inmate Trust Fund Account. Complete the Office of the Comptroller’s Internal Control Questionnaire (ICQ). Perform clearing account and Fund 612 reconciliations. Responsible for vetting government issued checks with proper agency to ensure inmate is entitled to the benefit. Ensures validity of internal controls, and performs audits as required. Formulate and implement Fiscal Year Audit Plans. Oversee the Bridgewater Complex Treasurer’s Office and the Central Clothing Warehouse. Ensures that the Department of Correction is in compliance with the directives of multiple oversight agencies. Responds to inmate correspondence and requests for Records. Responsible for GAAP and non-GAAP inventories, and tool disposal requests. Act as the Support Services Records Access Officer and web editor. Performs other duties as required.

Preferred Qualifications:

Ability to work in a correctional institution setting, familiarity with MGL and CMR governing Department of Correction policies, knowledge of the MMARS system, knowledge of GAGAS and IIA standards, working knowledge of DOC Inmate Management System Trust Fund Accounting module.

The Massachusetts Department of Correction shall not hire anyone who may have direct contact with offenders, who has engaged in sexual abuse in a prison or other institution as defined in 42 U.S.C. 1997; or has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force or coercion, or if the victim did not consent or was unable to consent or refuse, or has been civilly or administratively adjudicated to have engaged in the activity described in the above paragraph. The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for the four (4) years of the required experience.
