Deputy Director 5/Planning & Engineering Administrator

Serves as Transportation Planning & Engineering Administrator for the District acting for and on behalf of the Director of the Department of Transportation and the District Deputy Director in his or her absence to carry out and identify short and long term goals for the transportation Planning & Engineering areas consistent with those of the District and the mission of the department. Performs office work directly related to the management and/or general business operations of ODOT (i.e. Planning & Engineering), exercising independent judgment and discretion pertaining to matters of significance. Directly supervises staff (e.g. provides developmental opportunities, coaches staff to foster development, job satisfaction, assigns work, evaluates performance, recommends discipline if necessary, provide feedback, etc.). Reviews and approves goals and objectives proposed by staff. Meets with staff to discuss/evaluate project priorities and progress towards short and long term goals. Utilizes quality principles and initiatives as part of routine operations Forecasts, develops and implements policies and procedures for the Transportation Planning & Engineering areas & administers all activities for the Transportation Planning & Engineering areas of responsibility including (i.e., program management, environment, traffic, bridges, pavements, and related liaison and office administration activities, to ensure that proper and efficient management practices are followed. Management practices include, continually (i.e. not less than annually) assessing the state of the existing system, forecasting future system conditions, establishing goals for future conditions, evaluating options alternative programs and projects to optimize the future state of the system, and developing balanced plans and programs as defined by ODOT Executive Leadership for the Districts’ transportation system for each of the planning activity areas. The duties & functions within each area of responsibility include but are not limited to: Program Management – leads the development of the Annual and Multi-year plans in collaboration with, District Highway Management Administrator, District Deputy Director and county managers to produce the work plan that includes bridges, pavements, maintenance, highway management; programs projects to establish a quarterly and annually balanced (as defined by ODOT Executive leadership) distribution of sales; produces the District STIP, coordinates with the MPOs in the production of their TIPS; conducts public involvement activities, and advances ODOT initiatives. Environment – conducts and ensures required public involvement, appropriate environmental permits and documents and MIS documents are completed and submitted; advises design and construction agencies of environmental commitments. Traffic – conducts studies and coordinates programs relative to highway safety and operations, permits, capacity analysis, systems needs and conditions; conducts district traffic counting program. Bridges – conducts or coordinates programs relative to bridge conditions and system needs. Pavements – conducts or coordinates programs relative to pavement conditions and system needs. Administers all activities for the Engineering area (e.g., In-House Design, Bridge, Traffic, Consultant Administration, CADD, Surveying, Right-of-Way, Utilities) to ensure proper and efficient management practices are followed; establishes strategic operating plan that incorporates anticipated technological and regulatory changes; identifies short and long term goals for the Engineering area consistent with those of the District and the mission of the Department; develops and implements policies and procedures for the Engineering area; responsible for efficient allocation of all area resources (e.g., staff utilization, budget allocation, proper application of technology and equipment); establishes management operating procedures to monitor Engineering work process and assess cost effectiveness of programs

Represents District Planning & Engineering by serving as a liaison to and coordinating with Central Office, Neighboring Districts, MPOs, ORDC, FHWA and other Federal Agencies, local governments, consultants, and other transportation modes. Participates in the MPO and statewide planning processes, the TRAC process and other relevant transportation Planning & Engineering processes, coordinates the inclusion of other program management areas (e.g., major new projects major bridge activities, etc.) into district activities; assures accurate and timely updating of management information systems as they relate to the delivery of the program, i.e. ELLIS, TMS, BMS, PMS, etc. and assures their business rules, policies, and procedures are implemented, used, and maintained as standard business practice in their designated work environments. Keeps upper management informed of the status of activities in the Planning & Engineering areas.

Ensures staff remains abreast of technological and regulatory changes and applies knowledge to work place; ensures staff receives training in new procedures, skills and utilization of tools (e.g., personal computers, software packages, equipment); ensures Planning & Engineering staff is empowered to make decisions and execute assignments; responsible for effective and proper utilization of staff consistent with contract, laws and policies, accountable for safety practices and for ensuring safety of staff.

Informs staff of activities in the Planning & Engineering area; through internal communications and regular meetings; updates staff on policy changes, area/departmental activities to foster team spirit; represents Planning & Engineering area, District or Department at meetings & seminars with local, county, & federal officials, engineers, consultants, and general public pertaining to Planning & Engineering activities.

Minimum Qualifications:
Manager/Licensed Registered Professional Engineer by Ohio State Board of Registration for Professional Engineers & Surveyors

This position is overtime exempt based on FLSA Standards.
