In this position you will assist the Director of Business and Finance and CFO in leading, improving and managing the 48 person organization, including fully representing the Director Business and Finance in Executive Leadership Team meetings and advising the Governor’s and Legislative budget office (OSPB & JLBC) and EPA on funding and budget issues. The Business and Finance team manages all aspects of Procurement, Logistics, Accounting, Payables, Receivables, Payroll, Budgeting, Forecasting, FP&A and all business operations and financial analysis for the agency. You will help lead the B&F team in implementing LEAN accounting to more efficiently manage and use the $150M agency budget across value streams and to provide increased transparency and financial recommendations to ADEQ management. As assistant director and assistant CFO, you will directly manage part of the organization to improve the quality, speed of delivery and improve the cost through continuous improvement projects that have an impact across the division and help use our financial resources to deliver more mission good and environmental impact. You will directly manage part of the B&F team with unit managers reporting directly to you. You will oversee the coordination of budgets and expenditures with external stakeholders as well as across agency internal customers in each division and value stream.

This position will act on financial matters in the absence of the Director of Business and Finance. It will also play a significant role in leading and developing the B&F staff to develop the acumen, partnership, problem solving, continuous improvement, communication, project management and innovation skills to increase the impact and output of the organization in enabling ADEQ to realize its strategic plan.

Major Responsibilities:

· Directs and oversees the planning, preparation, submittal and execution of the agency budget and expenditures, including coaching the teams that prepare, execute and administer the agency budget across all value streams.

· Assist the Director of B&F in establishing and implementing short-term and long-range goals, financial policies, operating procedures, agency objectives and state wide financial objectives. To be able to step in and represent B&F at agency, ELT, GAO, OSPB and on other state wide initiatives and responsibilities.

· Train staff in preparing financial analyses and reviewing division recommendations to enable realizing the optimal mission benefit for the agency, including building the team’s subject matter expertise and partnership with value stream managers and ELT management.

· Investigate other state best practices and develop appropriate process for managing ADEQ federal grants, including recommendations to optimize the flexibility of how the agency requests and uses EPA PPG grants. Also to explore and recommend options to increase federal grant or other funding outside state fees and revenues.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge:

· Knowledge of Arizona Financial Systems including ProcureAZ, AFIS, BUDDIES, AZIPS, myBudget, etc.

· Considerable knowledge of GAAP and GAAS

· Knowledge of financial principles, financial analysis and LEAN accounting

· Knowledge of principles, concepts and current practice in government administration, budgeting and fiscal control; state laws, rules regulation, policies and practices relating to budgets, appropriation and the environment

· Knowledge in training, coaching and leading an organization

Skills:

· Skill in coaching and developing skills in employees

· Skill in coaching and teaching others to problem solve, manage projects and deliver results on time

· Skill in managing schedules and projects to align owners to deliver timely, quality results

· Considerable skill for auditing and reviewing financial statements and budget consolidations

PREFERRED QUALIFICATIONS

Bachelor’s degree in Accounting, Finance or Business Administration with more than 10 years’ experience, or an MBA with 5+ years relevant experience

At least three years of directly managing a team that achieved strong results

ESSENTIAL FUNCTIONS

Essential functions of all State ADEQ positions include:

· Regular and predictable attendance, adherence to State of Arizona and other applicable Standards of Conduct, and any Agency specific policies, procedures and practices.

· Knowledge of or ability to learn and apply LEAN concepts, principles and tools used to create and deliver the most value from the customer’s perspective while consuming the fewest resources, and engaging people in continuous problem solving.

LICENSING, CERTIFICATIONS, AND OTHER REQUIREMENTS

Driver’s license – Possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks. Must maintain acceptable driving records and must complete any required driver training (See Arizona Administrative Code R2-10-207.12)
