Delinquent Tax Collector

The Prince William County Department of Finance is seeking qualified candidates for the position of Delinquent Tax Collector in its Tax Administration Division. This position enforces the collection of property and business taxes, provides accurate and timely information to taxpayers, enters tax information into automated systems, does research to establish tax liability, and adjusts accounts. Prince William County is a growing, diverse and dynamic community located within easy commuting distance from anywhere in Northern Virginia.

SCHEDULE: This is a full-time 37.5 hour a week position.

HIRING SALARY RANGE: $41,203.50 – $55,594.50

The statements in this class specification are intended to describe the general nature and level of work being performed by incumbent(s) assigned to this classification. GENERAL DEFINITION OF WORK: Performs difficult para-professional work involving highly sensitive delinquent account collection procedures. Work involves exerted efforts to collect delinquent personal property, real estate and business license taxes, fees and other monies owed Prince William County; seizing a person’s wages, bank account, vehicle and/or other assets for payment of delinquent taxes; and/or foreclosure of real estate. Work is performed under the general supervision of the Revenue & Tax Collection Branch Chief. Supervision may be exercised over subordinate support staff. This position requires the employee to be able to gain access to state databases, including, but not limited to at the VEC database, and is subject to the conditions imposed by the Commonwealth of Virginia, VEC under the statutory scheme of 42, USC 1300 et seq., and federal regulations enacted attendant thereto, including but not limited 20 CFR 603.9-.10.

TYPICAL TASKS: Selects the most effective collection action for assigned delinquent tax cases; makes sound choices and recommendations between negotiation, seizure, levy or other collection methods;

Prepares various collection documents for the chosen collection action;

Explains and interprets relevant Virginia State and County code as it relates to delinquent tax collection;

Negotiates with delinquent taxpayers to elicit payment in full over an appropriate amount of time;

Recommends and establishes payment plans for delinquent taxpayers unable to pay in full;

Handles a large volume of financial records and multiple tasks in a fast-paced work environment;

Analyzes various financial reports;

Prepares tax documentation for presentation in Circuit Court;

Represents Treasury Management by testifying in Court on litigation of tax related matters;

Recommends real estate accounts for tax foreclosure to management.

KNOWLEDGE, SKILLS AND ABILITIES: General knowledge of the principles and practices of accounting or bookkeeping techniques; general knowledge of standard office practices and procedures; some knowledge of the Virginia State Code delinquent tax collection laws; general knowledge of personal computers and various common software packages related to delinquent tax collections; ability to make arithmetical computations quickly and accurately; ability to deal fairly and effectively with delinquent taxpayers and co-workers in very stressful and often intimidating situations; ability to interpret and implement the Virginia State Code as it relates to delinquent tax collections; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with others.

Education and Experience

Any combination of education and experience equivalent to graduation from high school, supplemented by college-courses in bookkeeping, accounting and/or computer operations and 2-3 years experience in collection of delinquencies and account maintenance in the public or private sector.

Special Requirements

Must pass a Criminal Background Check upon employment, and during the course of employment, every two years thereafter, as is required by the state, federal laws and as found within contracts executed with the County for the purpose of local tax collection.
