Primary Focus
Implements, administers, and coordinates DATA and GIS functions, operations, processes, products, services, applications, procedures, and protocols. Provides leadership for the effective and efficient use of data (enterprise, geospatial, IoT, etc.) and services for staff, City Council, and the public. Conducts strategic planning, takes custodianship over data, ensures the integration of services, and engages in project management. Recommends and manages upgrades in technologies, coordinating data needs across Departments/Divisions and collaborating with the Information Technology staff to coordinate system needs/functions. Administers Lean-Six Sigma process improvement, change management, business analysis, innovation, data architecture design, and big data management initiatives. Supports performance management through data wrangling, analysis and presentation.

Given the nature of this classification’s duties/responsibilities, it has been designated as Exempt under the governing Fair Labor Standards Act regulations and, therefore, is not entitled to formal overtime compensation and/or formal compensatory time.

Supervisory Responsibilities
Supervises Senior Data Analysts and Data Analysts.

Examples of Duties

Essential Functions
Develops and implements data (spatial and non-spatial) designs, strategies, and software solutions to meet the needs of staff and the public; enables staff to complete their tasks efficiently and effectively as well as assisting in decision making processes.

Leads and manage staff in the implementation and usage of spatial software technologies, data storage, web technologies in order to server our customers.

Leads data analysis and metric reporting related to strategic and performance management.

Manages and coordinates other city staff in the creation, enrichment, and maintenance of data that will be consumed by GIS and other solutions.

Analyzes existing and future processes and applies process improvements for better effectiveness and efficiency.

Identifies and acts upon data and solution needs of various Directors and Departments/Divisions.

Collaborates with outside organizations (i.e. other jurisdictions, Ohio State University, Smart Mobility corridor); manages data acquisition from outside sources, new sources, other agencies, and vendors based on customer needs, including the logistics of data delivery, data governance, data storage, and data dissemination.

Researches and maintains awareness of and implements appropriate technologies for the organization, such as web, database, data transmission technologies, as well as data visualization software (charting, reporting).

Performs other duties as assigned.

Qualifications

Minimum Qualifications
Bachelor’s Degree in Computer Science, Geography, or other relevant field (Master’s Degree in in Computer Science, Geography, Business Administration or other relevant field preferred) and considerable experience as a GIS Analyst, Data Analyst or comparable role in a similar organization (supervisory/managerial experience preferred), or any equivalent combination of education and experience.

Knowledge of GIS and/or data analytics theory and practical application.

Knowledge of enterprise databases, data design, server/network technology, and web and cloud technology.

Knowledge of project management, process management and change management.

Preferred Qualifications:
Data management, Esri GIS Software, and Microsoft SQL Server skills.
Web server technology skills.
Microsoft Office Suite skills.
Microsoft PowerBI and/or Tableau skills.
Reporting tool skills.
Ability to research and understand emerging technology.
Ability to communicate verbally and in writing to all levels of an organization.
Ability to communicate technical subjects to lay audiences.
Ability to manage staff resources and to inspire, mentor, coach, and train staff.

Physical Requirements
Ability to move about the inside of an office space to access file cabinets and office equipment.

Constantly operate a computer and other office machinery, such as a copier, fax machine, mobile device, shredder, scanner, etc.

Must be able to remain in stationary position at workstation throughout scheduled workday.

Ability to exchange information with co-workers and citizens through use of email system, the telephone, and in-person interactions.

Ability to occasionally lift and move objects weighing up to 20 lbs.

Ability to move objects weighing over 20 lbs. with the help of equipment/devices, on an infrequent basis.

Ability to enter data into computer system in a sustained manner.

Ability to take the necessary precautions to work safely with electrical and electronic components.

Sufficient mobility to survey land including uneven, rough terrain.

Special Requirements
Valid driver’s license.
