DATA ANALYST – INNOVATION TEAM (PROGRAM SPECIALIST)

DESCRIPTION

The City of Long Beach Innovation Team (i-team) in the Office of the City Manager consists of a small team of creators applying innovative strategies, research, and design methods to develop solutions to the City’s most pressing issues. Supported by Bloomberg Philanthropies, the Long Beach i-team is one of 27 programs located in cities around the world. Launched in 2015, the Long Beach i-team works collaboratively with colleagues across city government to offer a different set of methods and techniques to innovate more effectively. The i-team is supported entirely by grant funding. This position is a grant funded position expected to be supported for up to two years.

The Long Beach i-team is seeking a Program Specialist (Data Analyst) to apply state of the art methods to access diverse data, conduct quantitative and qualitative analysis, and employ systematic predictive analytics. The Data Analyst will work closely with other i-team members to support research by producing creative solutions and ideas using high-quality analytic deliverables. This position will also perform complex data collection, evaluation, and analysis.

EXAMPLES OF DUTIES
The i-team Data Analyst (Program Specialist-City Manager ) is an at-will, non-management level position that works under the general direction of the i-team Director. Duties of the position include but are not limited to:

  • Collect and interpret various data to create performance analysis to measure project deliverables.
  • Develop performance metrics for public safety, civic innovation, customer service, and other i-team projects and initiatives using various methods of computer data analysis.
  • Maintain a comprehensive data inventory for i-team projects.
  • Perform complex data collection, evaluation, and analysis using platforms such as Tiburon, Justware, Homeless Management Information Systems (HMIS), Hansen and other government data platforms.
  • Perform root cause research and analysis to identify process breakdowns within units, departments and agencies.
  • Develop relationships with various stakeholders to create value for the organization and enhance understanding of business issues.
  • Collaborate with researchers to conduct empirical assessments of programs and service delivery.
  • Identify and prioritize enterprise data analytic opportunities.
  • Collaborate with developers, program managers, and product managers to find and deliver data analytic solutions.
  • Use data to inform decision making at department and executive levels.
  • Performing other duties as assigned.

REQUIREMENTS TO FILE
The ideal candidate must be a highly organized and driven collaborator experienced in data mining, database programming and data analytics. The successful candidate will demonstrate an ability to learn new concepts/frameworks, algorithms, adapt to changing technology, and work with teams in diverse contexts.

Minimum Qualifications

  • Bachelor’s Degree in Computer Science, Statistics, Applied Math or related field, and
  • At least five (5) years experience working with extract, transform, load (ETL) data processing, database programming or data analytics.

Desirable Qualifications

  • Prior experience in data engineering and processing, such as API integration, data modeling, creating and managing ETLs/data pipelines, working with a data warehouse, etc.
  • Experience using GIS and mapping tools and software.
  • Proficiency in coding (Java/Python and/or R, SQL preferred) and programming concepts.
  • Experience with data visualization tools such as ggplot2, matplotlib, Tableau, d3.js, Leaflet, etc.
