TASK FORCE: ADMINISTRATION OF JUSTICEUNIT: CRIMINAL JUSTICE JOB TITLE: One (1) Analyst / Senior Analyst / Supervising AnalystCONTROL CODE: AOJ-18-04SUMMARY: The Mayor?s Office of Management and Budget (OMB) is the City government’s chief financial agency. OMB’s staff of analysts and experts assembles and oversees the Mayor?s expense and capital budgets, which fund the services and activities of more than 70 City agencies.The Administration of Justice Task Force has primary oversight responsibilities for all criminal justice agencies in the City of New York, and works with agencies such as the Police Department, Department of Correction, Department of Probation and Offices of the District Attorneys. Issues of focus include crime reduction, emergency response times, arrest processing and the impact of case processing on detention population levels. The Task Force?s Criminal Justice Unit monitors the Offices of the District Attorneys, Department of Investigation, Department of Consumer Affairs, Conflict of Interest Board, Public Administrators, various indigent defense and criminal justice contracts, and reviews courts capital projects on an as needed basis.JOB DESCRIPTION: The duties of this position encompass the following activities: ? Monitoring and preparing the Expense Budget for the Offices of the District Attorneys, the Conflict of Interest Board, Department of Investigation, Department of Consumer Affairs, analyzing indigent defense and criminal justice contracts, and reviewing courts capital projects on an as needed basis.? Analyzing various criminal justice data sets and coordinating the dispersal of summary analyses.? Reviewing all legislation, budget processes, and other policies and regulatory proposals affecting the expense budgets of these agencies. Perform research and analysis on legislative and regulatory proposals pertaining to all programs related to the operation of these agencies.? Preparing various reports and presentations on related topics.? Monitoring agency fiscal activity and conducting expenditure analyses.? Evaluating program performance and policies of these agencies.? Identifying and recommending solutions to operational issues with financial impact.? Reviewing, developing, and monitoring cost reduction programs. ? Reviewing funding and program requests.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college.

QUALIFICATIONS: ? Demonstrated quantitative and analytical skills.? Ability to use Excel formulas and pivot tables to analyze large data sets.? Ability to effectively format spreadsheets for presentation and review.? Excellent written, verbal, and interpersonal communication skills.? Self-starter able to generate and complete projects under limited supervision.? Must be able to work evenings and weekends as needed.

REQUIREMENTS: Analyst ($58,162+): Bachelor’s degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment and a minimum of two years of budgetary planning/management, financial analysis, public policy analysis/administration or a related field; or an awarded Master’s degree in Financial Management, Business, Public Administration or a field related to the specific assignment.Senior Analyst ($65,433): Bachelor’s degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment and a minimum of three years of full-time experience in budgetary planning/management, financial analysis, public policy analysis/administration, or a related field; or an awarded Master’s degree in Business, Public Policy Administration, Finance, Economics, or related field, and one year of relevant experience.Supervising Analyst ($73,939): Bachelor’s degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment and a minimum of four years of full-time experience in budgetary planning/management, financial analysis, public policy analysis or a related field, or an awarded Master’s degree in Business, Public Administration, Finance, Economics, or related field, and two years of relevant experience.
