The Dakota County Sheriff’s Office is seeking a qualified candidate for a Criminal Intelligence Analyst position serving in the Upper Midwest High Intensity Drug Trafficking Area (HIDTA) at the Investigative Support Center (ISC) location in Minneapolis, MN. The Criminal Intelligence Analyst provides strategic, tactical and operational intelligence support to numerous multi-agency drug enforcement task forces in the Twin City metro area and others in the State of Wisconsin. Candidate must be capable of handling a wide range of intelligence and analytical related tasks

**This position is a grant-funded position contingent upon annual HIDTA funding from the Office of National Drug Control Policy (ONDCP). The current grant funds the position through 2018 and has potential for annual extensions.

MINIMUM QUALIFICATIONS

POSITION REQUIREMENTS:
Candidates must pass ALL pre-employment requirements listed below where applicable. Candidates who are unable to successfully pass the requirements below will be removed from further consideration.

1. Educational/Experience Qualifications: candidates must meet the minimum qualifications as listed on the posting.

2. Interviews: Candidates may be asked to complete a series of interviews; this may include phone interviews, oral board interviews and/or interviews with the Chief Deputy & Sheriff.

3. Candidates will be required to complete necessary pre-employment including, but not limited to a thorough background investigation conducted by the Dakota County Sheriff’s Office. Applicants must meet standards regarding acceptable driving and conviction records, employment history, and honesty.

MINIMUM QUALIFICATIONS:
Bachelor’s degree or higher in Sociology, Psychology, Criminal Justice, Law Enforcement, Business/Public Administration, Statistics and Research Methodology or a closely related field PLUS one or more years of analyst, investigative or law enforcement experience (experience may be substituted for education on a year for year basis).

No felony convictions.

Knowledge of research and data analysis methods and techniques.

Ability to collect, assemble, analyze, and evaluate evidence, statistics, and other pertinent information to draw logical conclusions in order to effectively connect and solve crimes.

Experience working with mapping analytical software and with Microsoft Office products (SharePoint, Word, Excel, Access, PowerPoint).

Ability to communicate effectively orally and in writing.

Experience working with federal, state and local law enforcement databases.

Pursuant to Dakota County Policy and Procedures Manual Section 3102 (L), this position is designated as Safety Sensitive.

Non-offensive tattoos which are visible while working are generally allowed. The Uniform Committee shall review all visible tattoos, including enhancements or modifications to previously approved tattoos, and recommend to the Sheriff if they should be allowed. Tattoos may require covering if they are determined to be unsightly, offensive or a job assignment requires it. This determination will be based upon prevailing community standards, the design, size and number of tattoos visible. Exceptions may be made for special assignments or when permitted by the Sheriff. Visible tattoos on the ears, head, face, neck or any portion of the hand area are prohibited.

DUTIES & RESPONSIBILITIES

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position’s management approved work schedule is required for all positions.

Research, compile, analyze and map crime trends and patterns.

Assist investigative and administrative staff in planning the deployment of resources for the prevention, intervention, and suppression of illegal narcotics activities.

Provide investigative case support to assist in criminal investigations.

Detect and describe tactical, administrative, strategic links, patterns, and trends in crimes.

Respond to inquiries from law enforcement and other HIDTA agencies.

May require shift work to include nights and weekends.

Assigned to an office in downtown Minneapolis, MN. ESSENTIAL JOB FUNCTIONS: Duties 1 – 6 are essential functions.

WORK ENVIRONMENT: Work is primarily performed at the Minnesota Regional Information Collaborative (MRIC) in Minneapolis, MN .
