SUMMARY

Administers delinquency processes on past-due utility accounts.

ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive. Responds to customer inquiries, requests and complaints via phone and other communication methods. Monitors automated systems and reports related to delinquent customer accounts. Processes electric and water connections and disconnections remotely and at the customer’s site. Administers collections processes with the city’s collection agency. Obtains and verifies manual utility meter readings. May perform minor maintenance or meter replacement. Perform inspections of residential solar installations. Processes data for statistical purposes and reports. Processes utility account payments May prepare and process written liens for unpaid accounts.

SUPERVISORY RESPONSIBILITIES

This job has no supervisory responsibilities.

QUALIFICATIONS The requirements listed below are representative of the knowledge, skills, and abilities required to perform the necessary functions of this position.

KNOWLEDGE, SKILLS, AND ABILITIES

Customer service, conflict resolution and negotiation skills.

Ability to work in the office and the field.

General knowledge of collections, bankruptcy laws and proceedings.

General knowledge of City organization and operations.

Specific knowledge of city ordinances, resolutions, policies, rules, regulations, services, products and rates pertaining to the city utilities.

Ability to utilize the functions and features of business systems to fulfill the credit/collection requirements for the city utilities.

Ability to use database, spreadsheet and word processing software and perform basic accounting.

Ability to read electric and water meters.

Ability to disconnect and reconnect electric service.

Ability to deal with stressful situations and deescalate irate customers.

May be required to be on-call.

EDUCATION and EXPERIENCE

Associate’s degree from an accredited college or university in business administration, accounting or related field; with three to five years customer service or collection related experience; or equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read, analyze and interpret policies and procedures, safety technical procedures, governmental regulations and legal documents. Ability to respond to inquires or complaints from customers, regulatory agencies, or members of the business community. Ability to write reports business correspondence, and procedure manuals. Ability to speak effectively before groups of customers or employees of organization.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid driver’s license.

Electric Meter Training desirable but not required.

The employee must regularly lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds.

This job requires a combination of office and field work, so both environment characteristics apply.

Normal office environment with moderate levels of noise.

While performing the duties of this job, the employee is regularly exposed to fumes or airborne particles, outside weather conditions, extreme cold, extreme heat, and risk of electrical shock. The employee is frequently exposed to moving mechanical parts. The employee is occasionally exposed to toxic or caustic chemicals.
