Spartan Air Academy Iraq, LLC (“Spartan Iraq”) is seeking a Controller to oversee the financial functions of the Company. Operating as a prime contractor for the U.S. Government assisting in establishing an air academy in Iraq, we are seeking a Controller based in Dallas, Texas and reporting to the CEO to join the executive team. Spartan Iraq is an affiliate of Spartan Education Group, LLC (“Spartan Education”).

Job Functions

  • Plan, develop, organize, implement, direct and evaluate financial and accounting functions and performance
  • Oversee and engage in the Company’s accounting activities to ensure accurate and timely completion of all corporate general ledger accounting functions and dissemination of financial management reports including, but not limited to, internal and external monthly financial statements, annual audits, and annual budgets
  • Ensure timely and accurate monthly, quarterly and year-end close processes
  • Oversee the preparation of invoices and ensure accurate and timely submissions of billing materials to the U.S. Government
  • As required, oversee the preparation and submission of indirect cost proposals in accordance with the Federal Acquisition Regulations and Government Cost Accounting Standards
  • Support contract cost and pricing activities associated with federal requests for proposals and contract modifications
  • Develop and implement financial related policies and procedures as needed
  • Be prepared for and provide all required services in response to any government audits or reviews of financial matters, including cost accounting matters as required
  • Oversee and engage in ensuring the accurate and timely processing of accounts payable, employee expense reports, payroll processing, and payroll tax compliance, for U.S. and international employees, vendors and advisors
  • Develop a reliable cash flow projection process and reporting mechanism
  • Apply generally accepted accounting principles and procedures to analyze financial information, prepare accurate and timely financial reports and statements, and ensure appropriate accounting control procedures
  • Prepare forecasts and budgets for the Company, and provide timely and accurate analysis of budgets, financial reports and trends to assist the executive team in their responsibilities
  • Evaluate and advise on the impact of long range planning and regulatory actions
  • Avoid legal challenges by complying with legal requirements of government contracting, international laws, and other legal obligations
  • Serve as a liaison with external auditors, bank representatives, financial advisors and the parent company financial team
  • Respond to CEO as assigned with accurate and timely work to facilitate meeting the financial needs of the Company

Qualifications, Education and Relevant Experience

  • Absolute commitment to high ethics and integrity
  • U.S. citizenship is required, with the eligibility to obtain and maintain required government security clearances as a condition of employment
  • Demonstrated ability to establish, track, and meet deadlines for oneself and a supporting team
  • Solid understanding of accounting processes and procedures and US GAAP; working knowledge of the FAR, JTR (Joint Travel Regulations), and IRS rules and regulations
  • Proficiency with Deltek and Microsoft Office suite, with advanced working knowledge of Excel
  • BS in Accounting preferred, MBA preferred, and CPA certification strongly preferred
  • Minimum 10 years of experience working in an accounting office of a government contractor with 7+ years of supervisory experience
