Contracts Manager

The Contracts Manager is responsible for managing and directing contract efforts for the subsidiaries under S&K Technologies, Inc. Develop and administer complex subcontracts to ensure contractual requirements are met with cost, schedule and performance. Prepare all contractual documents and amendments in accordance with Federal Acquisition Regulations (FAR), Department of Defense Federal Acquisition Regulation Supplements (DFARS), governmental regulations and policies and S&K policies. Provide daily direction and guidance to contracts administrators for execution of duties to ensure program standards are maintained. The Contract Manager’s role in the contract development process requires close collaboration with various departments and subsidiaries. This position involves independent judgment.

Duties to include, but not limited to:

  • Establish and maintains contract policies and processes to ensure achievement of corporate expectations.
  • Organize, maintain and electronically track all contracts and related documents.
  • Establish and update procedures based on practical experience to improve the procurement process and increase customer support.
  • Possess strong understanding of the FAR, DFARS, and applicable governmental regulations and policies relating to contract administration.
  • Draft, review, and monitor subcontracts aligned with internal and external requirements, agreements, and policies.
  • Provide advice or participate directly in the negotiation of subcontract terms and conditions, Proprietary Information Agreements, and other procurement related agreements with suppliers and SOR.
  • Analyze and develop flow down requirements and advise on issues related to the Truth-in-Negotiations Act, Cost Accounting Standards, Small Business Goals, Competition in Contracting Act, and use and protection of proprietary information.
  • Create, implement, and monitor templates for Price Negotiation Memorandums, Price Competition Memorandums, Request for Information, subcontracts and all other related agreements.
  • Prepare reports and recommendations for presentation to the managers.
  • Document all contractual actions according to internal procedures and policies.
  • Provide career development and training opportunities for contract professionals.
  • Provide leadership and guidance to subordinates; evaluate personnel and initiate improvement or corrective measures as necessary to promote development and success.
  • Ensures appropriate contract staffing and budget levels.
  • Analyzes new law, regulation and contract trends for potential impact on business.
  • Some travel may be required.
  • Must perform other duties as assigned at the discretion of management.

Qualifications: Bachelor’s degree in Business Administration, Contracting, or Finance with ten (10) years minimum experience in contracts and/or subcontract management, five (5) years supervisory experience and fifteen (15) years of overall business experience. U.S. government experience in program management, contracting, or financial career field and extensive working knowledge of government contracting to include the FARS and DFARS is preferred. Foreign Military Sales experience preferred.
