The Office of Administrative Solutions (OAS) within CDHS is a strategic support unit that provides business partnerships to help CDHS programs achieve their goals. This OAS team is driven, hard-working, forward-thinking, positive, innovative, personable, and focused on service. OAS provides accounting, contracting and procurement services for a budget in excess of $2 billion; financial reporting for dozens of unique programs; payroll and human resources services for over 5,700 employees; leadership and support related to information technology and business resources; maintenance for over 330 buildings and 3.7 million square feet of property; and assists programs with long-range infrastructure and capital asset planning. Our goal is to ensure these services are efficient and of high quality so that CDHS can achieve its goal of being the most effective 21st century human services agency in the U.S

The division of contracts and procurement exists to purchase, warehouse and distribute all commodities and services required by CDHS under state rules and regulations and by using the State of Colorado competitive bidding process to provide best quality for lowest prices. To advise DHS users and vendors regarding rules, regulations, policies and procedures.

Description of Job

What You’ll be Doing:
This position will review contracts, assist in procurements, and work in the State’s accounting system.

Responsibilities Include:
Review contracts and vendor agreements for legal sufficiency and negotiate terms with vendors;

Manage accounting transactions and modifications with in the State’s accounting system;

Work with stakeholders on contractual and procurement processes of the State and coordinate efforts with them to correct errors, negotiate contract modifications and resolve issues of compliance;

Develops and manages relationships with vendors;

Reviews and recommends solutions to Purchasing Manager and/or Purchasing Director regarding challenges from vendors/bidders, violations of procurement statutes or rules, and CORA (Open Records Requests) related to procurement activities.

This position will receive questions from vendors about how to submit responses to solicitations. This position will review the Procurement Code and answer these questions accordingly;

Other duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited college or university with a bachelor’s degree in a field of study related to law, procurement, government, business, accounting, management, business administration, finance, public administration, or related field.

AND

Experience: Two years of professional experience in, business, accounting, law, procurement, or related field.

Substitutions:
A combination of work experience in completing and drafting contracts and/or other support contract support documents which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor’s degree.

A master’s or doctorate degree from an accredited college or university in business related degrees may be substituted for the bachelor’s degree and one year of general work experience.

Preferred Qualifications and Essential Competencies:
The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

A Juris Doctorate Degree

Experience with procurement and contracting

Interpreting law and/or para-legal experience

Project management skills

Ability to multi-task various projects and ability prioritize work-load

Knowledge of financial tracking systems

Accounting and finance knowledge

Strong verbal and written communication skills

Attention to detail

Able to work independently

Colorado Resource Engine (CORE) experience

Conditions of Employment:
Must be willing to submit to and able to successfully pass a criminal background check

Must possess and maintain a valid Colorado driver’s license and be able to travel to meetings at various locations, conferences, and training, with occasional overnight travel

The comparative analysis process will consist primarily of a review of applications against the minimum and preferred qualifications of this position.
