The Procurement and Contract Administration Branch manages the

acquisition of various supplies, equipment, professional services and

general services through a variety of competitive, fair, and ethical bidding

methods. Efforts are centered on leveraging the District’s aggregate

buying power to reduce acquisition costs, maintain quality and ensure

timeliness of delivery or service.

The Facilities Contracts Services is responsible for Construction, and

Professional Services.

THE IDEAL CANDIDATE:

The ideal candidate for Contract Administration Analyst has strong

experience developing complex procurements, developing and analyzing

qualifications and experience criteria for contracts, or writing complex

contracts. S/he has experience with various procurement types,

developing, writing and administrating contracts, and takes accountability

for his/her work, adheres to principles, and maintains neutrality in bids

and contract negotiations.

Additionally, the ideal candidate possesses the ability to thoroughly

check and analyze contracts and responses to Requests for Proposals

(RFPs) or Invitation for Bids (IFBs), or Requests for Qualifications

(RFQs) to ensure accuracy, consistency, and relevance to the contract

request or conditions, while maintaining the confidentiality of all related

information.

The ideal candidate is highly organized and has the ability to manage a

large workload independently. S/he has a customer focus and keeps all

stakeholders informed of the procurement process and additional steps

or requirements to ensure timely awards and proper contract

administration. The ideal candidate demonstrates initiative, and is

responsive to departmental or client needs without being directed. The

ideal candidate has utilized Microsoft Word, Excel, PowerPoint, Outlook,

and Access in a professional setting, and has exposure to contract

databases such as LexisNexis or Dunn and Bradstreet (D&B) and has

exposure to contract and program management operating systems such

as SAP, Maximo, Consolidated OnLine Information Nexus (COLIN) and

Project Information Controls (PIC).

Furthermore, s/he will be leading meetings, performing interviews and

oral presentations to internal and external stakeholders, and therefore

must be able to articulate information in a coherent, educated manner

both orally and in writing.

Job Duties/Responsibilities
POSITION:

A Contract Administration Analyst provides journey-level work in support

of contract administration activities associated with the development

and/or negotiation of complex procurement, construction, general and/or

professional services contracts.

TYPICAL DUTIES FOR THIS POSITION:

  • Develops solicitation documents and reviews and clarifies technical
  • specifications for Requests for Proposals (RFPs), Invitations for Bids

    (IFBs), Requests for Qualifications (RFQ), and other contract related

    activities.

  • Performs detailed analyses on contractor cost proposals, bids,
  • amendments, and change orders to maximize value and minimize cost of

    goods and services to the District.

  • Determines and makes recommendations regarding the timely and
  • most cost effective methods of procuring goods and/or services under

    IFBs, RFPs, and RFQs.

  • Schedules, conducts, and leads pre-bid and pre-proposal meetings
  • and the source selection and evaluation process with administrators,

    customers, contractors, and other interested parties to clarify statement

    of work issues and coordinate responses regarding technical issues

    during the RFP process.

  • Schedules, conducts, and leads pre-bid meetings with vendors,
  • contractors, and other interested parties to clarify bid requirements and

    specifications and to coordinate responses regarding issues during the

    IFB process.

  • Negotiates contract costs, terms, and conditions with multiple vendors
  • to maximize value and minimize cost of services to the District.

  • Drafts and reviews contractual documents consistent with District
  • policies and California Education and Public Contract Codes.

  • Evaluates bids and proposals for responsiveness and responsibility and
  • prepares award recommendations for management review consistent

    with established policies.

    Minimum Requirements
    MINIMUM REQUIREMENTS:

    Education:

    Graduation from a recognized* college or university, preferably with a

    degree in engineering, business or public administration, finance, school

    business administration, law, or related field. Experience in addition to

    that listed below may be substituted for the required education on a

    year-for-year basis for up to two (2) years provided that graduation from

    high school or evidence of equivalent educational proficiency is met.

    Experience:

    Three (3) years of professional** contract administration experience

    comprised of one or more of the following facets of contracting:

  • Prequalification (PQ) and pre-award in construction contracting.
  • Formal Competitive Bidding (IFB) in construction contracting.
  • Formal Competitive Bidding Invitation for Bid (IFB) in Goods and
  • General Services contracting.

  • Professional Services and/or Architectural and Engineering contract
  • administration.

    Special:

    A valid California driver license and the availability of private

    transportation, or the ability to utilize an alternative method of

    transportation.

    experience, defined as 40 hours per week. Any paid, part-time

    experience will be converted to its full-time equivalent.

    **Professional contract administration experience is defined as: gained

    experience in positions requiring a college level education or its

    equivalent, in which the primary job duties dealt with contract

    administration.

  • Although there are numerous accreditation bodies, each with its own
  • standards to recognize education, the LAUSD accepts regional

    accrediting agencies recognized by the California Commission on Teach

    Credentialing for degrees.
