Summary

The Volpe Center seeks a Computer Scientist (Data Scientist) for our Technology Innovation and Policy Division working as a principal contributor and/or project manager with expertise in data architecture and open and agile software development. The employee serves as a product owner/product manager and technical analyst and possesses superb analytical, communication, and problem-solving skills sufficient to excel in an entrepreneurial, fast-paced environment.

Responsibilities

As a Computer Scientist (Data Scientist), you will:

  • Serve as a product owner/manager of Data Program products and services, provide related expert consultant support in data architecture and open and agile software development.
  • Lead product strategy development and execution incorporating human-centered design and open source methodologies.
  • Lead data initiatives that drive safety and policy change.
  • Explain technology and methods in data analysis across diverse stakeholders and problem solving contexts.
  • Perform transportation data analysis of national and international interest on emerging data science concepts and theories including energy, safety, economic, social, and/or environmental impacts to or as a result of the transportation system.
  • Utilize programming languages for data analytics (e.g., Python or R) and GitHub or other version control platforms to support collaborative coding.
  • Serve as a principal contributor to apply new techniques in computer/data science and to develop new operational concepts to support the overall system integration and performance of the Division’s portfolio of emerging transportation policy and safety projects.
  • Develop project management plans and schedules; estimate resource requirements; define milestones and deliverables; monitor activities, and evaluate and report on progress.
  • The ideal candidate will have demonstrated experience serving as a product owner of data and/or software code platforms and development projects and possess deep subject matter expertise in data access, analytics, software development and policy analysis. You must exercise excellent interpersonal skills in the development, refinement, and management of project activities, and use considerable tact, imagination, strong listening skills, and resourcefulness when engaging with co-workers, sponsors, and others. The ideal candidate will be detail oriented, organized, with excellent follow-through and comfortable managing multiple activities and dynamic priorities. You will be a self-starter able to work with sometimes limited direction and able to achieve buy in through iterative development and refinement of products and deliverables. A Master’s degree or higher is preferred.

  • Qualifications

    To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

    To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

    Experience performing a wide range of technical and stakeholder relationship-building duties to identify users’ data access and analysis needs, promote and transfer capabilities and practices to technical and non-technical audiences, and develop data analysis methods, data science software, and computer science technology-based solutions.


    AND

    Experience performing policy and programmatic analysis on emerging transportation technologies.


    AND

    Experience leading and managing full life-cycle software development projects using Agile or similar methodologies to enhance transportation safety, including designing, documenting, writing/programming, and testing hardware and software.


    KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
    Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Professional knowledge and experience with computer science theory and utilization sufficient to apply computer science solutions to client-server and database needs and the development, maintenance, and enhancement of information systems. This includes knowledge of applying the theoretical foundations of computer science, the utilization of theoretical models, and knowledge of relevant mathematical and statistical sciences in developing solutions to computer systems and software.
  • Professional knowledge and mastery of data science theory and utilization sufficient to serve as a recognized expert and contributor in the development of analysis and the application of data science solutions to assess the safety, economic, social or environmental impacts of transportation.
  • Expert knowledge of, and demonstrated extensive experience with, algorithms, programming, data structures and systems architecture sufficient to utilize them in the planning, development, and execution of complex data science applications solutions to transportation safety and policy issues.
  • Mastery of project management theories, principles, and practices sufficient to personally lead assigned projects, including expertise in developing plans and schedules; estimating resource requirements; defining milestones and deliverables; monitoring activities, and evaluating and reporting on progress.
  • Strong written, oral and visual communication skills sufficient to address complex issues through a variety of written issuances including position papers, study results, progress reports, and briefing materials; to represent the program and the Center in conferences, meetings, sponsor interactions and the presentation of research findings; and to utilize visual information technology as appropriate in the leading meetings, conferences, briefings and other interactions.
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Bachelor’s degree in computer science or bachelor’s degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.


    Evaluation of Education:

    Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
