Compliance Officer

Merit Classification: Housing Program Auditor and Inspector

Pay Range: $45,192 – $48,852

Essential Job Duties/Functions: To perform this job successfully, individuals must be able to perform each of the following essential duties/functions successfully. Reasonable accommodations will be made for disabled individuals.

  • Provide physical inspections of the properties involved in the Section 8, LIHTC, HOME, REAC, MHDC Fund Balance, TE Bonds, Fannie Mae, Risk Share and PBCA Programs being managed in the MHDC portfolio/inventory.
  • Maintain an effective knowledge of all MHDC programs to ensure continued program compliance.
  • Maintain knowledge of the occupancy requirements and procedures in the HUD Handbook-Section 4350.3.
  • Verify and enter data in the Housing and Urban Development (HUD) Enterprise Income Verification (EIV) System.
  • Provide reports of any deficiencies which might be in violation of program requirements or public safety standards, or might create unnecessary vacancies.
  • Complete reports for physical inspections, and management and occupancy reviews within the required timeframe.
  • Provide guidance and answers to questions asked by management staff of inspected properties.
  • Provide accurate and timely correspondence with properties.
  • Update compliance reviews and property correspondence in required systems.

Education, Experience and Skill Requirements:

Must qualify for inclusion in the Merit Classification of Housing Program Auditor and Inspector that requires:

A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Accounting, Business or Public Administration, Environmental Studies, Urban Planning, social sciences, or a closely related field;

and,

Two or more years of professional or technical experience in affordable housing management involving compliance with MHDC affordable housing programs; building, construction, or land inspection involving code, prevailing wage, and/or contractor compliance and physical inspections; auditing housing or real estate documents including conducting physical and/or file audits/inspections of properties for compliance of rental contracts, building codes, encumbrances, and other documents specific to the land; real estate development involving reviewing new construction sites for environmental and/or geographical concerns; or other closely related work.

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required college education.)

Physical Demands: The physical demands that must be met to successfully perform the essential functions of this position include being able to regularly sit, stand, walk, grasp, turn wrists, manipulate fingers, climb stairs, talk, see and hear. The employee must occasionally lift and move up to 10 pounds. Some of the duties of this position are performed outdoors and the employee will therefore be subject to inclement weather.
