Community Development Supervisor

JOB SUMMARY

Performs professional, administrative, technical and supervisory work of a responsible nature involving all phases of grant management for federal, state and local competitive and entitlement grants. Work is performed under the administrative direction of the Director of Community Development Services, with wide latitude for independent judgment in making technical and procedural decisions with respect to the coordination, development, and effectuation of the City’s Community Development Programs. Assists the Director in a wide array of functions including fiscal analysis for Community Development Department.

ESSENTIAL JOB FUNCTIONS

• Administer CDBG, HOME, SHIP, HLMP and other funding programs.
• Develops and amends the Consolidated Plan, Annual Action Plan, Citizen Participation Plan, Analysis of Impediments, LHAP and any other required plans, policies and documents for implementation and monitoring of all programs.
• Participates in preparing, updating and managing budgets, grant proposals, supporting documents and grant applications.
• Monitors and ensures program, project and contractor compliance with federal, state and local rules and regulations.
• Complete necessary reporting to allow the City to receive funding from grant sources including CAPER, monthly reports, quarterly reports, annual reports and other applicable reports.
• Responsible for Environmental Reviews, Section 3 and Davis Bacon reporting for entitlement grants.
• Prepare and present staff reports to Affordable Housing Advisory Committee and other local government agencies.
• Performs research and analysis to compile reports, cost estimates, etc.
• Develops, coordinates and implements special project assignments.
• Operates personal computer and other office equipment
• Perform other tasks as required

Education and Experience:
Bachelor’s degree in Business Administration, Public Administration, Urban Planning or related field with at least four (4) years of progressively responsible experience in community development to include federal and state grant programs.
