Community Corrections Specialist

The Community Offender Management Division of the Department of Community Corrections & Rehabilitation (DOCCR) is seeking a Community Corrections Specialist (CCS). The CCS monitors correctional clients assigned to the Electronic Home Monitoring (EHM) program. This position will be located in North Minneapolis at the Community Offender Management Office, 3000 North Second Street.

The EHM Unit operates 24 hours per day, seven days per week. Candidates must be available to work a fixed, seniority bid schedule including day, evening, overnight, holiday, and weekend hours. Anyone indicating limited availability will not be considered. Candidates must be cognizant of the fact that less senior staff may not receive their chosen days off. Staff are allowed to request a specific shift once per year. These shifts are awarded based on seniority and staffing needs.

The mission of Hennepin County’s DOCCR is to promote community safety, community restoration, and reduce the risk of re-offense.

This posting may be used to fill future permanent full-time, part-time, and limited duration vacancies.

The primary duties and responsibilities for this position include:

  • Monitor (24/7) correctional clients assigned to the EHM Program.
  • Make routine visits to clients’ schools, homes, and places of employment.
  • Maintain paper and electronic client files; document case information in electronic offender databases and client monitoring systems.
  • Mentor juvenile clients assigned to the EHM program.
  • Communicate and enforce EHM program rules with adult and juvenile clients, their families, educators, and employers.
  • Complete progress and violation reports for the court.
  • Admit and release EHM participants to the program as ordered by the court.
  • Connect, repair, and retrieve client assigned electronic monitoring devices.
  • Recognize and respect cultural differences and provide culturally appropriate services.

Best Qualified Candidates will have:

  • A bachelor’s degree or higher in a behavioral science field such as social work, psychology, sociology, law enforcement, education, counseling, and/or criminal justice.
  • At least one year of full-time equivalent approved paid or volunteer experience at a para-professional level (trained in a specific field, but not a licensed professional) or above in corrections, criminal justice, district court, law enforcement, parole, probation, and/or social work.
  • A valid driver’s license and the ability to obtain a Hennepin County driver’s permit.
  • Experience securing services for clients from a variety of agencies (corrections and/or social services; group homes, halfway houses, and/or correctional programs).
  • Experience carrying an assigned caseload of juvenile and/or adult offenders.
  • Knowledge of community resources, and willingness to work in a community-based work environment.
  • Proficient keyboarding/typing skills to enter and process information expediently and accurately; skill using different computer programs including Microsoft Word and Excel.
  • Excellent verbal and written communication skills.
  • Ability to:
    • Establish and maintain good relationships with clients, co-workers, and the public.
    • Resolve problems and develop creative solutions; prioritize work involving large caseloads and work independently with minimal direction.
    • Work effectively with an increasingly diverse client population.

Under facility licensing requirements, positions at the County Home School and/or Juvenile Detention Center are required to undergo a Department of Human Services Background Study (MS 245C.13). Convictions for certain crimes will have an effect on your ability to be hired according to the disqualification schedule listed in Minnesota Statute 245C.15. Individuals convicted for any level of Criminal Sexual Conduct are disqualified from being hired into any position within the DOCCR under the Prison Rape Elimination Act (PREA). Other past involvement with the criminal court system will not automatically disqualify you from working at the DOCCR; individual circumstances are reviewed and evaluated confidentially. If you do not know your exact conviction information, you can refer to your sentencing order or contact the county where you were convicted.
