Code Enforcement Officer

Under general supervision, in cooperation with the community and acting with a high level of integrity, enforces the City’s nuisance code ordinances, communicates effectively with members of the public and other City employees, performs related administrative and technical functions, and performs other duties as required.

DUTIES & RESPONSIBILITIES:

1. Enforces the City’s nuisance code ordinances, which includes weed control, refuse removal, snow removal, wood burning, pesticides, and smoking in public places. This includes the following: • Patrols City streets and responds to complaints of violations.

• Responds to calls through the use of the Police dispatch system.

• Researches files to locate property owners, managers, and agents.

• Investigates alleged violations of city code.

• Issues warning and summonses as necessary.

• Performs follow-up inspections to insure compliance.

• When enforcing the City’s regulations, follows established departmental procedures and guidelines.

2. Maintains records and coordinates with other departments to ensure proper disposition of cases. Compiles evidence, writes reports and consults with the City Attorney’s Office. Testifies in court as required.

3. Performs administrative functions for the code enforcement function. This includes the following: • Utilizes a computer system to monitor progress of complaints and to follow up complaints.

• Researches files and records to locate property owners, managers, and agents, to verify property ownership, permit history and previous enforcement violations.

• Coordinates work schedules and enforcement duties with other City and County departments.

4. Conducts day to day operations and resolution of enforcement activities.

5. Performs related duties as required by management to meet the needs of the City.

6. Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment.

QUALIFICATIONS:

REQUIRED MINIMUM QUALIFICATIONS:

High school diploma or equivalent. Must be 18 years or older. Demonstrated verbal and written communication skills. Demonstrated ability to understand and apply municipal codes and regulations. Demonstrated problem-solving skills. Demonstrated ability to work tactfully and effectively with the public in difficult situations and exercise good judgment. Good organizational skills. To be state certified or have the ability to obtain certification as a code enforcement official through the Colorado Association of Code Enforcement Officials. Willing and able to work evenings and weekends, including appearing in court to testify on the employee’s day off.

Valid Colorado driver’s license. Have and maintain acceptable motor vehicle record and acceptable background information including criminal history.

DESIRED QUALIFICATIONS – In addition to the required minimum qualifications:

Bachelor’s degree from an accredited college or university in Criminal Justice, Sociology, Psychology, Social Sciences, Public Administration or a related field. Experience working with municipal government functions and processes. Previous related enforcement experience. Experience with conflict resolution. Experience with computers and office software applications. Knowledge of the Boulder area and community, and the geographic layout of the City of Boulder. Bilingual skills in English/Spanish. Hiring preference may be given to in-state candidates.

SUPPLEMENTAL INFORMATION:

BACKGROUND INFORMATION :

Demonstrated personal and professional honesty, integrity, good judgment as shown in applicant’s criminal history, background and motor vehicle record, and use of drugs and alcohol. Preference will be given to applicants who have no history of use, sale or possession of illegal substances. Polygraph or Computer Voice Stress Analyzer used for verification of applicant information. Prior to employment, successful applicants are required to submit to a drug test. Some positions will also require medical and/or psychological testing prior to employment.

WORKING CONDITIONS (Required Physical, Mental Effort and Environmental Conditions):

Physical Demands and Mental Effort : Occasional sitting to perform office tasks and patrol for code violations. Able to consistently hear and communicate via phone and two-way radio systems.

Work Environment: Work is performed outdoors and indoors with frequent exposure to extreme temperatures. Work is performed year-round with occasional exposure to wet/humid conditions, loud noise, dust, fumes, mist, and chemicals,

Machines and Equipment used : Frequently uses standard office equipment including multi-line telephone, personal computer, and copy/fax machines, calculator, and department vehicle. Mobile and portable radio systems and computer system are used to communicate with Dispatch and Code Enforcement Officers. Patrol vehicle.

A student is defined as any non-resident who is temporarily residing in Colorado for the PRINCIPAL purpose of furthering his/her education and is considered a nonresident for tuition purposes.
