Examples of Duties:
Under general supervision, conducts adjusting activities on behalf of the self insured employer, to include investigating, negotiating, and managing claims against the County’s Self Insurance Fund.

Reviews, analyzes and processes workers’ compensation claims. Investigates injuries and accidents arising from County operations. Reviews bills and corresponding reports related to claims to determine if compensable under State law and County policies. Interprets data to identify risk exposure and recommends corrective or preventative measures, where needed, to reduce accidents and injuries.

Documents and maintains detailed claim files utilizing an electronic document and claims management system. Compares data on claim form with physician’s statements, police investigative reports, damage appraisal reports, and other records to ascertain completeness and validity of claims. Identifies claims for subrogation, investigates subrogation potential, and pursues recovery of funds from third party.

Prepares statistical, narrative, or other reports. Performs the claims handling function in compliance with Maryland Workers’ Compensation Law, Baltimore County policies, and the policies and procedures of the Claims Management Unit. Establishes appropriate reserves and resolution plans on all claims. Coordinates claim function with other activities of the Claims Management Unit. Prepares claims for hearings and/or trials by gathering pertinent information and forwarding documentation to Counsel. May attend hearings or court proceedings as needed.

Coordinates efforts with personnel in County agencies and offices as needed to insure compliance with all County policies and procedures as related to claims management and processing.

Examples of Other Duties

Participates in developing and implementing new or revised policies and procedures. Interacts with employers health services, County vendors, and other outside entities as needed to facilitate claims investigation and processing. Performs other related duties as required.

Qualifications:
Required Qualifications

Graduation from an accredited college or university with a bachelor’s degree

OR paralegal certificate, associate’s or bachelor’s degree from an accredited paralegal school

plus

at least five years’ experience in adjusting and managing complex insurance claims for worker’s compensation to include proficiency with electronic document filing, file management and claims reporting.

Licenses and Certificates

Possession of a valid driver’s license equivalent to a non-commercial, class C Maryland driver’s license is required at the time of appointment.

Proof of Licenses, Certifications and Education

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcript must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

Proof of Degree Equivalency

Preferred Qualifications

Experience handling claims of municipal employees, including public safety employees in Maryland and demonstrated understanding of legal and medical issues related to municipal employee claims. Good interpersonal, organizational and communication skills. Ability to work independently and as part of a team with attention to both big picture items and detail.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of the training and experience as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation.

The work of this classification is essentially sedentary. Some positions may require travel to other work sites.

Medical Examination and Employment Background Investigation
