Summary

The Navy Child and Youth Program (CYP) is a vital part of a nationally recognized child and youth development system that increases the quality, availability, and affordability of child care for military and Department of Defense (DoD) families worldwide. The Navy Child Development Home (CDH) program is a key CYP element, as it offers high quality and affordable early care and youth services for eligible children ages 6 weeks to 12 years in a home environment.

Responsibilities

The duties and responsibilities of the CDH Monitor can be grouped into categories, including program support, training, and compliance, among other tasks. These tasks are summarized below.

Program Support

The CDH Monitor provides initial assessments, ongoing monitoring, and periodic evaluations related to certification of CDH providers.

Conducts monthly home visits (to include one unannounced visit per month) to ensure CDH providers operate developmentally appropriate programs for children and youth in accordance with all Navy certification standards.

Assists the provider in assessing the development of children and youth direct observation at each home, using professional knowledge and skills and installation resources to provide appropriate services.

Provides guidance and support for implementation of the developmentally appropriate practices endorsed by National Family Child Care Association (NAFCC).

Supports and encourages CDH providers to achieve NAFCC accreditation.

Ensures that activities promote the social, emotional, physical and cognitive growth of children in a variety of age categories (e.g., infant, pre-toddler, toddler, preschool and school age) and specific to the home type (e.g., multi-age, infant, school age, extended hours, mildly ill, special needs, and child development group homes).

Provides guidance to CDH providers in establishing daily routines, parental involvement and communication, maintenance of records and maintaining a safe, healthy environment.

Maintains accurate records and files on each provider and submits timely reports. Ensures all training and certification requirements are documented.

Reviews menus of all CDH providers as part of the monthly monitoring visit, completes feedback reports, and reviews and distributes all USDA Child and Adult Care Food Program (CACFP) correspondence.

Recommends age-appropriate equipment, toys, and materials for use in CDH lending library to CDH Director and coordinates use of materials by CDH providers.

Investigates complaints and when necessary refers any complaints to the CDH Director for investigation and assists with follow-up.

Ensures CDH provider food preparation and service procedures support developmental programming philosophy.

Assists CDH Director in implementing and utilizing incentives to recruit and retain providers.

Assists the CDH Director with public relations duties to promote and support the CDH program and implement an aggressive marketing plan to address installation child care demand.

Assists the CDH Director with duties related to liaising with the Quality Review Board (QRB) on matters pertaining to CDH certifications and suspensions.

Assists CDH Director in implementing policies and procedures regarding fees, CDH subsidies, CDH incentives, and contracts with parents.

Training

Assists the CDH Director with orientation and ongoing training using the Department of Navy (DoN) and community resources.Works collaboratively with other CYP Professionals to coordinate and deliver training and outreach services to CDH providers.

Serves as an educational advisor and resource person to each CDH provider.

Encourages and facilitates the pursuit of continuing higher education, including the Child Development Associate (CDA) credential or college-level classes.

Assists CDH providers to maintain an active program of parental involvement, to include a Parent Information Board (PIB), parent education opportunities, and activities that provide parents with opportunities to participate.

Assists with the completion of Navy modules and provides "on the spot" training and role modeling of child development techniques during home visits on an on-going basis.

Compliance

Ensures compliance with, and is assessed by adherence to the standards and criteria developed by the NAFCC, DoN, DoD, and the Military Child Care Act (MCCA).

Ensures compliance with the US Department of Agriculture (USDA) Child and Adult Care Food Program (CACFP). Ensures food service operations provide nutritionally balanced meals and snacks in accordance with USDA guidelines.

Additional Responsibilities

Serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect.

Performs other duties as assigned.

    A qualified candidate should possess the following:

    Knowledge of the CDH component and its role as a viable child care option for children of military families and DoD civilians.

    Knowledge of how to apply policies and regulations to ensure the appropriate certification of CDH homes and the maintenance of safe environments for children.

    Knowledge of the USDA CACFP requirements and child nutrition best practices to ensure nutritious meals and snacks.

    Skill in applying Federal and State laws governing the detection and prevention of child abuse and/or neglect.

    Skill in working with military families and an understanding of military lifestyles.

    Ability to communicate effectively in English, both orally and in writing, and possess interpersonal communication skills.

    Education

    **A copy of your H.S. diploma, GED, or college transcripts (showing degree awarded/conferred) MUST be submitted when applying.**

    A successful candidate must have one of the following:

    A Child Development Associate (CDA) credential or Military School-Age (MSA) credential AND have 3 years of full-time experience in developing appropriate programming for children and/or youth;

    OR

    A 2-year degree in Early Childhood Education, Child Development, Elementary Education, Special Education, Home Economics with an emphasis in Early Childhood, or a related field of study AND 2 years of full-time experience working with children and/or youth;

    OR

    A 4-year degree in the above fields of study AND a minimum of 1 year of full-time experience working with children and/or youth.

    Note: A minimum of a two-year degree is preferred.

    Note: If your degree has not been awarded or you possess a valid CDA/MSA credential(s), you MUST also provide a copy of your HS Diploma or equivalent.

    A successful candidate must meet the following conditions of employment:

    Pass a pre-employment physical, provide evidence of immunization, be free of all communicable diseases, and obtain appropriate immunization against communicable diseases.

    Undergo pre-employment and random drug testing. A positive drug test, or failure to submit for testing, is a basis for removal from this position.

    Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test.

    Complete required training certificates, and maintain certifications or credentials required by Federal, State, and/or national accreditation institutions used as part of DoD’s Child and Youth Programs.

    Ability to sustain considerable walking, standing, bending and stooping, and lifting up to 40 pounds.

    Pass all applicable records and background checks.

    Incumbents must satisfactorily complete all background checks for child care positions, including fingerprint checks, a Tier 1 with Child Care check, and a State Criminal History Repository (SCHR) check. All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05.

    Per Department of Defense Instruction (DoDI) 1402.05 Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual’s care.

    Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period. Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required. We utilize E-Verify to confirm selectee’s eligibility to work in the United States.

    Employment Preferences

    Reemployment Priority List (RPL)

    Qualifying separated employees must have priority for a non-appropriated fund (NAF) position when the position has substantially the same duties as the Business-based Action (BBA) separated position.
