  • Position Summary

    As a member of the executive management team, the Chief Program Officer is an agency-wide leader and participates in executive-level planning and decision making. The Chief Program Officer is responsible for overseeing the agency’s programs and services: Inspiration Kitchens Food Service Training Program; Housing Program; Homeless Outreach Services; the program components of the Meals Program; and other program initiatives as they arise. This position works closely with staff who oversee the operational components of the Inspiration Kitchens social enterprise and Meals Program.

    Key responsibilities of this position include overseeing the development and evaluation of the agency’s programs. The Chief Program Officer will spend considerable energy on enhancing existing programs and creating necessary program services which are aligned with the agency’s mission, needs of program participants and staffing plans, in close collaboration with the Executive Director & CEO, Chief Development Officer, Chief Financial Officer, and board committees.

    The Chief Program Officer works closely with program staff, senior management, executive leadership teams, and Board members to achieve the agency’s strategic goals. This position requires outstanding quantitative skills, written and verbal communication skills, excellent judgment and ethics, ability to work in a team environment as well as independently, strong multi-tasking and organizational skills, the ability to lead and provide support and guidance to highly skilled program teams and the ability to problem solve. The Chief Program Officer reports to the Executive Director & CEO.

    ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned.

    GENERAL

  • Demonstrate Inspiration Corporation’s Core Values.

  • MANAGERIAL AND STRATEGIC

  • As member of a four-person leadership team, work with Executive Director & CEO, Chief Development Officer and Chief Financial Officer to monitor agency finances, develop budgets, and reach consensus on agency direction and to communicate agency’s mission, vision and performance internally and externally.
  • Participate in the financial management of the agency, including contributing to the preparation of the agency budget and monitoring program budgets. Contribute to the development and management of the agency’s government contracting efforts, including writing grants and ensuring compliance with relevant regulations.
  • Participate in Board and Executive Committee meetings and staff Program Advisory Committee and other Board committees as required.
  • Assist with board development and other board engagement activities.
  • Contribute to strategic and operational planning efforts for the organization: development of annual organizational goals and monitoring of performance in the context of strategic planning goals.
  • Provide leadership in strategic planning efforts including ongoing reviews of program activities and periodic formal planning initiatives. Establish overall processes, engage the leadership team and the board, and apply an understanding of the external macro environment to planning efforts.
  • Represent the agency to the community through membership in professional organizations and community involvement. Pursue and nurture external partnerships that align with the agency’s strategic goals.
  • Represent the agency in citywide homeless services planning and workforce development efforts, including participation in the Chicago Continuum of Care, Chicago Jobs Council, etc.
  • PROGRAM DESIGN, DEVELOPMENT AND OVERSIGHT

  • Establish and maintain agency policy and protocol in all program areas by working with staff, Program Advisory Committee and senior management and executive leadership teams.
  • Oversee program development and planning and provide oversight of data-management and program evaluation initiatives. Monitor program performance and modify program design and implementation to meet planned outcomes. Track and report how services are delivered and support findings with objective data including statistics, research, and objective evaluation tools
  • Utilize latest data and maintain awareness of trends and innovations in the workforce development, housing, and homeless services arena, evaluate their utility and test or implement new techniques as appropriate; attend appropriate workshops and seminars.
  • Provide oversight of agency participant database, including communication with database provider, and work with consultant to maintain system documentation, manage users, train program staff on use and troubleshoot technical concerns.
  • Hire and supervise program staff and coordinate program staff development and training with Human Resources staff.
  • Coordinate and lead regular program-related meetings to advance and strengthen the agency programs and mission.
  • Provide data and program information in support of the development function and assist with fundraising efforts, including participation in site visits and meetings with funding partners.
  • SUPERVISORY RESPONSIBILITIES

  • Ensures supervision of all program staff, including providing direct supervision to the Director of Housing Services, Workforce Development Manager, Homeless Outreach Case Manager and Meals Program Coordinator.
  • Provides and secures training for this staff as required. Utilizes staff effectively to ensure satisfactory completion of all goals and responsibilities.
  • QUALIFICATIONS

    EDUCATION and/or EXPERIENCE

  • A bachelor’s degree from an accredited four-year college or university required; a graduate degree in nonprofit management, public administration, social services administration or a related field is preferred.
  • Five or more years of experience and training in program management, development and evaluation is also required.
  • Experience and training in workforce development and/or permanent supportive housing fields,
  • Strong computer and communication skills are essential.

  • Ability to translate strategic objectives into operational goals and milestones that lead to successful programmatic outcomes.
  • Ability to project realistic program goals and to advocate for them internally.

  • Ability to build and maintain high performing program teams and to work effectively with Board members and Program Advisory Committee, providing leadership and support.

  • Effectively represent the agency to diverse stakeholder groups to ensure agency’s external reputation remains strong and agency is respected and admired among current and potential government entities, private donors, volunteers and the community at large.
  • VERBAL AND WRITTEN COMMUNICATION SKILLS

  • Ability to clearly and compellingly present information to top management, public groups, and/or boards of directors, tailoring each presentation appropriately for the intended audience.
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
  • Ability to respond to common inquiries or complaints from participants, vendors, consultants, donors, volunteers, regulatory agencies or members of the business community.
  • FINANCIAL AND QUANTITATIVE SKILLS

  • Ability to understand, analyze, and disseminate agency’s finances from a business perspective.
  • Ability to work with mathematical concepts such as probability, statistics, and forecasting.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • REASONING ABILITY

  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

    Pay: $85,000.00 – $90,000.00 per year
