JOB SUMMARY

The Arizona Department of Revenue (ADOR) is currently seeking a Chief Legislative Liaison who will be representing the Department of Revenue at legislative hearings by testifying on proposed transaction privilege, withholding, luxury, property, individual and corporate income tax legislation. This position will facilitate and conduct informational hearings with legislators and staff, meets with affected parties and serve as assistant liaison to the Governor’s Office.

Job Duties:

· Performs as the legislative liaison function for the Department in all related tax areas, including analysis of bills, preparation and presentation of testimony, dissemination of information on bills and successful implementation of laws.

· Identifies and assists Department staff in identifying opportunities to improve the operational efficiency of the department through administrative and statutory changes.

· Represents the Director and speaks for the agency at selected meetings with State and local government officials and the public.

· Assists in compiling, reviewing and supervising the compilation of various statutorily-required reports and various reports that are not statutorily required.

· Responds to information requests from legislators, state agencies, the press and the public. This involves extensive information compilation and preparation of reports and responses.

· Conducts independent research studies as well as acts as project leader in group projects when required.

· Duties and responsibilities require working closely with agency executive management in complete confidentiality.

QUALIFICATIONS

Preferred candidate has several years of experience inside or outside of the Department developing a deep knowledge of tax administration, Arizona tax laws, legislative and administrative processes and bill drafting to hone skills required by the position. Prior experience working in the Legislature as staff or in a lobbying capacity. Specific training regarding public presentations, communications and legislative functions and or related experience is useful. Experience in continuous improvement, lean processes, and/or the Arizona Management System is a plus.
