Chief Financial Officer

Under administrative direction, provides leadership for the full scope of functions provided by the Finance Department, including finance, accounting, budget, and grant administration; provides advice and counsel and develops City financial strategy to enhance organizational effectiveness and the financial sustainability and stability of the City.

  • Oversees, coordinates and directs the financial affairs of the City:
    • oversees preparation of City’s comprehensive annual financial report to include the maintenance of the GFOA certificate of achievement for excellence in financial reporting.
    • establishes and maintains a system of internal controls and procedures for the expenditure of funds for goods, services, and capital items.
    • ensures City compliance with all applicable laws, regulations and policies.
    • directs and coordinates preparation of a variety of informational and financial reports/presentations for Board of Supervisors and other Boards and Committees.
  • Oversees, coordinates and directs the development of the annual City budget:
    • advises the City Manager in the formulation of the annual City budget to include compiling, researching, forecasting and analyzing revenue and expenditure data.
    • authorizes and monitors City budgets and long-range financial forecasts.
    • provides financial direction on capital project financing.
    • maintains budgetary controls on all expenditures and revenues of the City.
  • Assists City manager and Board of Supervisors in formulating and implementing the City’s strategic business and operational plans.
  • Oversees, coordinates and directs the city-wide administration of Federal, State and local grants.
  • Manages City’s Debt Policies:
    • facilitates the goals and priorities of City management and Board of Supervisors in determining when to issue debt vs. “pay-as-you-go” approach to financing capital projects.
  • Monitors Finance Department operations and assures the quality of the services and work products; develops action plans and metrics, and analyzes operational results.
  • Demonstrates courteous and cooperative behavior when interacting with elected officials, clients, visitors, and staff; acts in a manner that promotes a harmonious and effective workplace environment.
  • Maintains absolute confidentiality of work-related issues, records and City information.
  • At times may be required to work outside normal business hours and work extended hours to accomplish requirements of the position.
  • Contributes to the efficiency and effectiveness of the department’s service to its customers by offering suggestions and directing or participating as an active member of a work team.
  • Prepares reports, correspondence and a variety of written materials; prepares and maintains accurate records and documentation of activities.

Typical Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:

Master’s Degree in Finance, Accounting or related field; AND five (5) years of Finance executive management experience, preferably in the public sector; OR an equivalent combination of education, training and experience as determined by Human Resources.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:

  • A valid driver’s license.
  • Valid Certified Public Accountant (CPA)

Knowledge of:

  • Generally Accepted Accounting Principles and Generally Accepted Auditing Principles for Public Sector financial management, including payroll, treasury, grant funds and public debt management.
  • Government Accounting Standards Board (GASB), standards, recommended practices, rules and regulatory reporting requirements.
  • Legal, ethical and professional rules of conduct for public sector finance officers.
  • Federal and state fund accounting regulations, procedures, and accountability standards.
  • State and Federal laws governing public sector financial functions and funding.
  • Principles and practices of public sector administrative management, including strategic planning, budgeting, purchasing, contract management, customer service and employee supervision.
  • Techniques and practices for efficient and cost effective management of resources.
  • Legal, ethical and professional rules of conduct for public sector employees.
  • Techniques and methods for long-range strategic and financial planning.
  • Computer applications related to the work.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Communicating effectively in oral and written forms.
  • Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone.

  • Reading, interpreting, understanding and applying accounting standards and procedures, applicable Federal and state rules and regulations, and City policies and procedures.
  • Analyzing City needs, and prioritizing and promoting financial strategies to meet future needs.
  • Monitoring and interpreting financial documents, and assuring compliance with all regulatory requirements governing public sector financial activities.
  • Analyzing financial issues, evaluating alternatives, and developing recommendations and strategies.
  • Using initiative and independent judgment within established procedural guidelines.
  • Maintaining complex financial and technical records, and forecasting revenues and expenditures.
  • Planning, organizing, and coordinating the work of Finance Department staff.
  • Evaluating workflow and effectively prioritizing multiple tasks, projects and demands.
  • Preparing, reviewing and presenting management reports.
  • Using tact, discretion and prudence in dealing with those contacted in the course of the work.
  • Making effective oral presentations to large and small groups.
  • Preparing clear and concise reports, correspondence and other written materials.

  • Developing effective work teams and motivating individuals to meet goals and objectives and provide services in the most cost effective and efficient manner.

SUPERVISION RECEIVED AND EXERCISED:

Under Administrative Direction – Incumbents at this level are responsible for unusual, technical, complex, highly sensitive, political, and far reaching work related issues and for policy recommendations to political oversight groups. They plan, organize, and determine work methods, implementation mechanisms, and operating procedures used to achieve goals and objectives set forth by general plans, broad policies, budgetary limitations, and legal and professional standards. The incumbents have responsibility for planning and organizing work, as well as considerable latitude interpreting and applying broad policies, rules, and regulations.

CONDITIONS OF EMPLOYMENT:

1. Unclassified employees are “At Will” and as such, may be terminated at any time for any reason, or no reason.

2. Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

3. Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.

4. Employees may be required to complete Incident Command System training as a condition of continuing employment.

5. New employees are required to submit to a fingerprint based background investigation which cost the new employee $52.25 and a drug/alcohol screen which costs $20.00. Employment is contingent upon passing the background and the drug/alcohol screen.

6.
