Hiring Range: $4,260 – $6,390/month + benefits including fully paid family health insurance.

Summary of Work

Essential Duties and Responsibilities

  • Maintain a timely and accurate system of accounting, review internal controls, ensure that financial statements and agency financial activities conform to GAAP and other state/federal regulatory and audit standards.

  • Administer financial operations of the agency including all accounts receivable and payable/disbursement activities, general ledger accounting, audit, OMB closing package, banking, and funds transfer to State Treasurer.

  • Prepare and analyze agency budgets, monitor and manage revenues and expenditures, provide monthly and annual reports both internally and as required by OMB.

  • Monitor input of data in Department custom software/record-keeping systems utilized for managing agency operations. Assure accuracy of invoicing for services, generate financial and program reports for internal use and external requirements.

  • Coordinate HR functions including payroll and payroll records management with OMB PeopleSoft modules; administer time/leave management; assure compliance with employment laws/regulations/rules/policies; perform benefits administration activities in conjunction with NDPERS and other employee benefits providers.

  • Effectively manage and supervise a team of 3 full-time staff that provides support for daily business operations. Manage workflow and assist Program Managers in coordinating inspection, certification and testing efforts.

  • Ensure the confidentiality of HR, business and agency information and records.

  • Coordinate IT functions of agency including desktop support, maintaining information technology systems and networks utilized in agency operations.

  • Establish and maintain effective and collaborative working relationships with internal staff, customers of agency services, state agency fiscal, HR, IT and risk management contacts, on-campus telecommunication and facility partners, business associates and affiliated agencies to perform business management duties.

Minimum Qualifications

  • Bachelor’s degree in business administration with accounting coursework.

  • 2 years of work experience in business or operations management that included supervision of staff.

Preferred Qualifications

  • Degree or minor in accounting.

  • Work experience processing accounts receivables and payables.
  • Work experience in general ledger accounting, audit, and cash management.
  • Work experience preparing and monitoring a budget.
  • Work experience in payroll administration.
  • Work experience using PeopleSoft financial and human resource modules utilized by the State of ND.
  • Work experience using State of ND OMB financial and reporting tools (COGNOS).
  • Work experience using custom software programs and/or providing desktop hardware/software support.
  • Work experience in seed or agriculture industry business functions.
