Maintains and supervises a combination of administrative services for the Department of Corrections and the South Dakota State Penitentiary, including coordination of the annual budget, monitoring the reconciliation of the state’s accounting system, reviewing and approving expenditures, maintaining personnel management functions and procedures, acting as purchasing agent, and overseeing capital assets inventory to ensure compliance with federal and state rules and regulations.

Specific duties will include:
financial Management to include regular review of financial reports for adherence to set budget by monitoring monthly cash balances and expenditure authority;

working with cost center managers on interpreting, managing and controlling costs within their cost center;

assisting in annual budget preparation and loading of the approved annual budget within the budget system;

overseeing the inmate banking system trust accounts at SDSP for proper entry procedures;

recommending changes to fiscal operating procedures;

analyzing and monitoring monthly expenditure and revenue reports;

assisting in the preparation of year-end accrual documentation and entry;

conducting and preparing annual institutional inventory;

performing as the liaison between the SDSP and the Bureau of Information and Telecommunications to maintain equipment inventories and computer user accounts;

providing daily assistance to Senior Management on fiscal issues;

preparing and reviewing service provider contracts;

providing technical assistance relating to federal grant awards and expenditures.

Knowledge of:
the principles and practices of administration with emphasis in organization, fiscal management and budgetary control;

generally accepted accounting principles (GAAP), standards, and practices;

generally accepted auditing standards (GAAS);

computerized accounting software;

office management;

state accounting system;

purchasing policies and procedures.

Ability to:
