Business Analyst

The Business Analyst provides project-specific process development services for the Ada County Coroner’s Office. This position performs professional work to research, analyze, prepare and present reports in order to make the necessary recommendations. It also develops and recommends programs needed to accomplish department goals.

Distinguishing Features of the Class

The incumbent works with limited supervision and must use a significant degree of independent judgment during project completion and must take the initiative to complete assigned work.

Essential Functions

  • Reviews processes and operations to identify efficiencies and areas of performance risk with regard to applying best management practices;
  • Works with stakeholder groups to develop process evaluation plans and objectives and determines appropriate methods of analysis to achieve a best management practice outcome;
  • Undertakes business process and workflow analysis utilizing various techniques adapted to engage responses from stakeholder groups;
  • Develops process flow diagrams, associated standard operating procedures, and functional specifications;
  • Provides reports and recommendations that detail logical business process improvements and transformation and a methodology for implementation;
  • Prepares and presents business process evaluation outcomes to key stakeholders both verbally and in writing;
  • Takes assigned project from original concept through final documentation;
  • Consults with management to assist with the development of operational business plans;
  • Leads definition of project objectives, desired outcomes, scope, responsibilities, and action plans;
  • Creates and maintains project schedules, develops project plans, specifications, time requirements, and deadlines;
  • Reports issues that impact project progress, coordinates actions, and resolves conflicts;
  • Monitors milestone measures and tracks all phases of the project;
  • Provides timely reporting of issues that impact project progress, coordinates actions, and develops resolution alternatives for conflicts;
  • Authors extensive written reports requiring use of independent judgment;
  • Monitors and reviews internal operations and procedures for conformance to rules and regulations;
  • Assists with developing comprehensive management plans;
  • Develops phased implementation plans to allow for best possible use of available funds;
  • Coordinates departmental efforts in regards to the planning requirements;
  • Gathers data, conducts analysis, writes reports and develops recommendations;
  • Develops and establishes planning processes;
  • Develops and assists in the development of plans and programs;
  • Creates and delivers public presentations;
  • Assist with budget proposals and projected needs of the department;
  • Provides technical training for personnel to maximize efficient use of resources and comply with local, state and federal requirements.

Job Requirements

  • Bachelor’s Degree in business, or related field, or equivalent combination of education and experience;
  • Knowledge of planning, policies, and best practices;
  • Knowledge of research, analytical, and planning techniques;
  • Knowledge of statistical methods of tracking and communicating data;
  • Skill in organizing projects and developing timelines and schedules;
  • Skill in creating and delivering public presentations
  • Skill preparing accurate reports from statistical information;
  • Skill in planning, organizing and analyzing complex planning projects
  • Skill in the use of a personal computer and Microsoft Office applications;
  • Ability to meet and deal effectively with the public;
  • Ability to demonstrate a professional demeanor and the ability to interact with others with discretion and tact;
  • Ability to maintain effective working relationships.
  • Ability to exercise independent judgment and facilitate stakeholder training through business process analysis;
  • Ability to communicate effectively verbally and in writing;
  • Ability to maintain confidentiality.

Work Environment and Physical Demands

  • Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
  • Requires sufficient personal mobility and physical reflexes, to permit the employee to function in a general office environment and accomplish tasks.
