BUDGET MANAGER

THE OPPORTUNITY

T he City of Chandler has a great opportunity for an experienced, creative and collaborative professional to direct the Budget Division personnel in the efficient operation and development of the City’s annual operating and capital budgets, and to ensure compliance with state and municipal ordinances and City financial policies, and assist with effective debt management and forecasting. We are seeking individuals with exceptional customer service skills and a team oriented focus. He/she will be considered an integral part of the City’s Management Services team reporting to the Management Services Director.

Chandler prides itself in creating accurate and transparent financial reporting information, and conservative forecasting and budgeting practices. This has contributed to the City receiving “AAA” bond ratings from all 3 primary rating agencies (Moodys, Standard & Poor’s and Fitch). Additionally, as of March 2016, Chandler was 1 of only 27 Cities across the nation with “AAA” bond ratings from all 3 rating agencies. The high ratings directly impact lower debt costs on City bonds, which help keep property tax rates low, thereby reducing the overall tax burden for Chandler residents and businesses.

Located in the southeast portion of Metropolitan Phoenix, the City is strategically located and easily accessible by major freeways. With Phoenix Sky Harbor International Airport just a short 20 minutes away, no location is out of reach. Although Chandler has seen extraordinary growth over the last 25 years, the City planned for the

future and provided balance by focusing on the creation of distinct employment corridors, investing in top notch infrastructure and building quality neighborhoods. Called the “Innovation and Technology Hub of the Southwest” because of its wide variety of high technology industries, the City has developed good relationships with the business community and Chamber of Commerce and has a very strong job base.

While Chandler has drawn industry leaders such as Intel, Orbital ATK, Bank of America, Wells Fargo, Rogers Corporation, InfusionSoft, PayPal and Microchip Technology, savvy leisure and business travelers realize that Chandler’s variety of accommodations are also conveniently located near regional freeways, shopping, restaurants and attractions.

The community’s highly educated and skilled workforce, growing employment base, low unemployment, household income and wealth trends are well above state and national averages.

Chandler enjoys a rich cultural reputation. The 1,508 seat Chandler Center for the Arts demonstrates the community’s passion for the performing arts. The Chandler Fashion Mall has 1.3 million square feet of shops, restaurants and theatres. Vibrant Downtown Chandler offers a unique experience unlike anything in the Phoenix metro area. In addition, the community is served by many faith-based and service organizations, as well as Chandler Regional Medical Center, a state-of-the-art medical facility, which has a Level I Trauma Center.

Chandler’s dedication to quality education begins at the pre-school level. The City’s elementary and secondary school systems receive consistent national recognition for excellence. Chandler-Gilbert Community College and other community colleges and vocational schools in the area offer business and training programs. Chandler is graced with near-perfect weather with an average temperature of 85 degrees. Chandler is a young, family-oriented community with a median age of just over 34 years and an increasingly diverse community in terms of ethnicity, religion, income, and education. Seventy five percent of Chandler’s citizens have some college education. With more than 330 days of sunshine a year, Chandler encourages a healthy, outdoor lifestyle. Seven public and private golf courses exist in the immediate area, with over 100 more in the neighboring greater Phoenix area. Other outdoor activities such as tennis, swimming, boating, hunting, fishing, skiing, hiking and biking are also easily accessible to residents.

The City’s median income is $83,296 and the median home value is $267,550.

. T he City of Chandler is a full-service, general law city operating under the council-manager form of government. The City is led by a seven-member City Council, elected at-large. The Mayor is directly elected,

while the Vice Mayor is chosen by the City Council from amongst its members.

The City is organized into the Departments of Administrative Services; City Manager; City Clerk’s Office; City Court; Communications and Public Affairs; Community Services; Fire, Health & Medical; Law; Management Services; Municipal Utilities; Police; and Transportation and Development. Chandler provides a full array of municipal services and in addition operates the Chandler Center for the Arts, a technology incubator program and a municipal airport.

CANDIDATE PROFILE

I t is anticipated that the new Budget Manager will be an experienced government professional with outstanding leadership and personnel management skills and with a breadth of experience in managing annual operating and capital budgets with a high level of organization, foresight and vision. The ideal candidate is a strongly committed individual who has a positive record of achievement and a history of developing constructive working relationships throughout the organization and a strong communicator. The successful candidate will have a demonstrated track record of effective staff management and strong political acumen in working with elected officials. The Budget Manager will embrace the City Manager’s approach of developing strong working relationships with all areas of the organization based on regular and candid communication, partnership, mutual trust, respect, and accountability, with an emphasis on customer service.

The Manager will develop partnerships with other departments, governments or agencies to work on joint projects and address budgetary operational activities through a commitment to service delivery.

  • Proven leader who can establish and maintain strong working relationships with the Mayor and City Council, the City Manager’s office, business leaders, community groups, City officials and the general public.

  • Proactive in responding to citizen and media requests in a courteous and effective manner.
  • Strategic manager who can develop a common vision for the Department, respect employees, develop the strengths of a talented and devoted team and cultivate high morale.
  • Service-oriented manager who works collaboratively with staff to seek resolutions that are in the best interest of all parties, effectively delegates and empowers staff and holds the organization accountable.
  • Effective administrator of the City’s annual operating and capital budgets. .
  • Relationship-builder; proactive in establishing constructive and collaborative relationships within the City organization.
  • Proactive, strategic thinker and decision maker who possesses outstanding integrity and judgment and enjoys the challenge of a fast-paced, progressive, team-oriented work environment.

QUALIFICATIONS

EDUCATION:

-Bachelor’s Degree in Accounting, Finance, Business Administration or related field.

EXPERIENCE:

-Eight (8) years progressively responsible experience supervising and managing

government budgeting and financial activities, including three (3) years supervisory

experience.

DESIRABLE QUALIFICATION:

-Experience in a municipality.

While the City has established minimum qualifications for this position, the key selection criteria will be a demonstrated record of excellence in the required elements and proficiency levels of the position and may elect to accept substitutions for some of the required education or experience, depending upon the total professional background and credentials of individual candidates.

COMPENSATION AND BENEFITS

T he salary range for the Budget Manager is $88,963 – $124,548 . The starting salary will depend on the qualifications and experience of the successful candidate.

The City of Chandler participates in the Arizona State Retirement System (ASRS).

This position is designated as “unclassified” and will serve at the pleasure of the City Manager.
