Functional Purpose
Oversees and coordinates the analysis of the budgetary and financial performance, the development of financial goals, and
the identification of long-term fiscal opportunities; performs complex budgeting, financial analysis, and performance
analysis. Performs Contracting Officer Representative functions as required.

DUTIES AND RESPONSIBILITIES

1. versees and participates in the development, preparation, implementation, administration, and control of operating and
capital budgets to support organizational goals and objectives.
2. Monitors fiscal performance, including the analysis of operating results to assess financial impact; identifies negative fiscal
trends and recommends corrective measures.
3. Analyzes and evaluates capital investment and operating expense decisions and projects to assess compliance with
economic criteria, established priorities, and budget allocations.
4. Evaluates existing financial policies, procedures, programs, systems, processes, and standards; identifies deficiencies and

underlying problems; implements corrective actions to reduce costs and achieve financial and operational goals.
5. Participates in short and long range planning efforts; coordinates and conducts economic feasibility studies, using
forecasting and trend analysis methods to identify financial opportunities.
6. Plans, oversees, and conducts complex contractual needs, including the development of Statements of Work,
determination of budgetary, and manpower requirements and establishment of contractual performance criteria and methods
of evaluation, and the preparation and presentation of final project reports.
7. Provides technical advice, functional guidance, and policy interpretation on financial programs, policies, and systems;
resolves the complex and unique problems related to the work.
8. Performs Contracting Officer Representative functions including review, certification of ebuys, invoices, modifications and
closures of contracts.

1. Knowledge of budgeting and program analysis sufficient to oversee and participate in the development, preparation,
allocation, implementation, and control of operating and capital budgets to support the achievement of overall goals and
objectives.
2. Ability to review, compile, and analyze budget estimates to develop and support functional area activities, programs, and
functions.
3. Knowledge of financial analysis techniques, including forecasting, trend, and performance analysis sufficient to monitor
fiscal performance, assess financial impact, identify undesirable fiscal trends and recommend corrective measures.
4. Ability to develop and recommend financial policies and performance statements.
5. Ability to conduct economic feasibility studies, using forecasting and trend analysis methods to identify major financial
opportunities.
6. Ability to develop and prepare financial performance briefings.
7. Ability to provide technical advice, functional guidance, and policy interpretation on the full range of financial programs,
policies, and systems.
8. Ability to conduct Contract Officer Representative functions, including creating and maintaining contracts.
