This position is located at the VA West Haven Medical Center, West Haven, CT. In this position you will serve as the sole Budget Analyst with primary responsibility for all budget operations for the West Haven Cooperative Studies Program Coordinating Center (CSPCC) and Clinical Epidemiology Research Center (CERC) that are responsible for bio statistical, scientific, technical and operational support to multi-center clinical studies and multi-site observational (non-randomized) studies to improve the health and care of Veterans. Major duties include but are not limited to:

Formulate forecasts accurately and document need for funds;

Prepare re-budgets in accordance to changes in objectives, work processes and staffing;

Formulates budget estimates including preparation of detailed analysis and estimates for annual budgets for studies and programs;

Coordinates all study related budget activities;

Develops a variety of financial reports for senior management;

Assists study sites in preparation and submission of budget requests;

Reviews estimates for compliance with rules, regulations and procedures.

Work Schedule: Monday thru Friday, 8:00 am – 4:30 pm

Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Budget Analyst. Typically we would find this experience in work within this field or a field that is closely related to budget, finance and accountant type positions that provided an in depth knowledge of, and skill in applying, commonly used budget and finance principles, practices, and methods of budget execution and the organizational structure, programs, and work methods of serviced components sufficient to function independently and provide advice to management. Specialized experience includes: formulating forecasts accurately and documenting need for funds; preparing re-budgets in accordance to changes in objectives, work processes and staffing; formulating budget estimates including preparation of detailed analysis and estimates for annual budgets for studies and programs; coordinating all study related budget activities; developing a variety of financial reports for senior management; assisting study sites in preparation and submission of budget requests and reviewing estimates for compliance with rules, regulations and procedures. Education Substitution: Possess the successful completion of a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities to do the work of this position, such as a degree in business, finance or accounting OR LL.M., if relate. OR

Combination of Education and Experience: Possess the equivalent combinations of successfully completed progressively higher level graduate education (beyond the second year) and specialized experience, as described above, to meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
