JOB SUMMARY

The Fuel Tax Compliance Auditor Team is tasked with effectively and accurately tracking motor fuel throughout the entire distribution chain to ensure the highest level of compliance with Arizona Revised Statutes and Administrative Rules. We accomplish this by applying our extensive knowledge of the fuel industry, performing data sharing, analysis, and cross-matching techniques, and by collaborating with various stakeholders, such as other ADOT units, State agencies, industry representatives and other jurisdictions.

Essential Duties and Responsibilities (Duties include but are not limited to):

  • Collect and analyze fuel tax data to detect deficient controls, duplicated effort, fraud, or non-compliance with laws, regulations, and management policies
  • Examine, investigate, and audit records, reports, financial statements and management practices and compare data from non-IRS outside sources in order to verify the accuracy of the fuel tax reports
  • Prepare Audit Assessments and other related correspondence to the affected taxpayer
  • Perform statistical sampling of data, prepare detailed reports on audit findings and report to management about asset utilization and audit results, and recommend changes in operations and financial activities
  • Communicate with external and internal stakeholders regarding applicable Arizona Revised Statutes, Administrative Rules, and policies and procedures
  • Conduct special investigations and serve as a witness at administrative hearings as needed

IDEAL CANDIDATE

The ideal candidate for this position will have:

· A Bachelor’s degree OR a minimum of one year tax and/or accounting experience

· A proactive attitude that is demonstrated by an ability to prioritize work, meet deadlines, and effectively communicate with external and internal stakeholders

· Knowledge of the fundamental principles of fuel excise tax and the general business practices of the fuel industry

· Understanding of the general auditing standards and procedures

· Familiarity with Title 28, Arizona Revised Statutes, as well as State and ADOT policies, rules, and regulations

· Experience with automated accounting systems used by the State and ADOT, including advanced spreadsheet functions and databases, computer technology principles and terminology

PRE-EMPLOYMENT REQUIREMENTS

This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete page 7 and sign the Driver Form on page 8 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate’s motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.12 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.
