Team Overview:

The first case of corona virus disease 2019 (COVID-19) was reported to the World Health Organization (WHO) in December 2019 and in January 2020, the WHO declared the COVID-19 outbreak a public health emergency of international concern (PHEIC) and subsequently in March 2020 as a pandemic. To respond to COVID-19, South Africa’s National Department of Health (NDoH) set up an Incident Management Team (IMT) and partnered working nationally and provincially to coordinate the health response and provide stewardship and strategic guidance to ensure successful and sustained implementation. The COVID-19 pandemic is having a profound impact on South Africa’s health care system and has impacted overall health outcomes, specifically in the areas of child immunisation, comprehensive SRMNH, diagnosis and treatment of tuberculosis and HIV, and management of chronic diseases – either because people do not think that facilities are open throughout the different levels of lockdown; or because they are reluctant to leave their homes; or are unable to afford transportation to the necessary facility. As such, there is a need to support COVID-19 efforts while working cross functionally with a view of providing an integrated approach to services.

Position Overview:

CHAI seeks a highly entrepreneurial, energetic, results-oriented and self-motivated individual to support CHAI’s COVID-19 Program while working cross functionally with a view of providing an integrated approach to effectively improve health outcomes. The Associate will join a diverse team to support the NDoH create evidence based strategic plans and ensure that these plans are translated into strong operational plans and are implemented effectively. The Associate will be responsible for a wide variety of tasks, from quantitative analysis to collaborating with stakeholders, including NDoH, suppliers and other partners, to build workable and sustainable solutions to strengthen healthcare systems. The ideal candidate must have strong quantitative and analytical skills, excellent communications skills, be able to function independently, be self-motivated, can thrive in challenging environments, be able to adapt to the differing needs of the program and have a strong commitment to excellence

This post will require attendance and meetings in locations such as the Department of Health. We would ask candidates to note this fact and request that any candidate who have concerns about covering these to raise them at the interview. The position is based in Pretoria, South Africa and report to the Program Manager for Community Based Programs and Communication.

This is a short term position with a proposed end date of December 31st, 2020.
Responsibilities:
Key responsibilities include, but are not limited to, the following:

  • Support NDoH IMT in various aspects of COVID-19 program strategy for community-based programs, planning and implementation, as it relates to program monitoring and evaluation, ensuring CHAI’s ongoing alignment with the DoH strategic goals and priorities;
  • Develop thorough understanding of relevant COVID-19 workstream including key priorities, challenges and gaps in order to inform program development;
  • Develop and manage M&E efforts with the aim to maintain and update comprehensive, feasible M&E frameworks that will generate credible, actionable and timely information;
  • Lead data management, analysis and reporting tools such as indicator dashboards to monitor and track ongoing work;
  • Monitor progress towards targets and support program to modify/refine implementation as needed to achieve/exceed targets;
  • Translate objectives provided by the government, donors, and other partner organizations into clear plans, targets and provide guidance to the CHAI team and DoH on prioritization of initiatives;
  • Establish collaborative relationships with the DoH, partner organizations and other relevant stakeholders;
  • Ensure communication and alignment of activities across government and partner stakeholders efforts and across other CHAI programs in South Africa to ensure coordination and successful execution of the program;
  • Compile, synthesize, and analyse data to inform the development of assessments, training materials, compelling presentations and reports and other program materials to ensure effective program execution;
  • Partner with the Program Manager to provide thought leadership and strategic guidance to the team;
  • Perform other duties as assigned by manager.
  • Qualifications:

  • Bachelor’s degree economics, public health, financial management, or related;
  • Minimum of three years of professional experience with increasing levels of responsibility;
  • Experience designing and managing data collection activities;
  • Experience designing and managing program and monitoring evaluation plans;
  • Advanced problem solving, analytical, and quantitative skills, including significant experience working in Excel (modeling) and PowerPoint, and presenting findings and recommendations;
  • Exceptional diplomatic and interpersonal skills and ability to build strong professional relationships with a range of stakeholders in a challenging environment;
  • Strategically minded, able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals;
  • Strong communication skills, including delivery of compelling presentations and documents in Microsoft PowerPoint and Word;
  • Entrepreneurial mindset; demonstrated ability to work independently on complex projects and solve challenging problems, in a high-pressure, fast-paced environment;
  • Willingness to travel within South Africa as needed.

  • Advantages:

  • Experience working with community health care workers and community based programs within the health space (private or public space);
  • Experience with relationship management at both a national government level and community organisation level;
  • Previous experience working with the South African public sector desirable;
  • Ability to learn on the job quickly and absorb and synthesize a broad range of information;
  • Demonstrated ability to be effective in high-pressure situations with a strong commitment to excellence;
  • End to end project management experience;
  • Management consulting or other relevant private and public sector experience;
  • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously.
