    Basic Purpose

    Assist the Manager HR Systems in planning, directing, and managing HR Systems operations. Oversee the implementation and execution of systems-related projects/initiatives in support of the Department’s strategic goals. Manage employee and systems performance to ensure quality and efficient process and procedures. In coordination with ISD and business users, the development, implementation and integration of new business applications and technologies. Manage projects and interdepartmental teams on assigned tasks. Assist with managing third party vendors and monitoring their performance in accordance with service level agreements.

    Responsibilities

  • Establish objectives, standards, and strategies for delivering updates and changes to HR Systems g
  • Collaborate with ISD to integrate, develop and maintain department automated systems to ensure systems run smoothly and avoid conflicts/errors
  • Liaise with business units, senior management, and vendors regarding system enhancements and technology to support organization strategies, tactics, and learning solutions that support business unit objectives
  • Maintain a thorough knowledge and understanding of functions, processes and systems of each area of the Human Resources Department and their interrelationships
  • Assist with developing branch strategy, establishing priorities and setting goals; evaluate and implement standards to ensure alignment with department/organizational objectives
  • Prioritize projects and delegates assignments, including project analysis, requirements definition, and implementation of program modifications and enhancements
  • Monitor assigned projects to ensure that goals and objectives are completed according to schedule; collaborate with project teams to ensure all business needs are met
  • Lead or participate in cross-departmental project teams
  • Assist Manager with addressing and resolving internal/external audit findings
  • Managing employee experience initiatives and recommend changes to services to align with corporate objectives
  • Manage system and application enhancement process to ensure business requirements are met
  • Provide management with reports and comparative analyses; identify trends and recommend changes ; assist with preparing presentations for senior management and HR business units
  • Assist with projects by allocating, scheduling, coordinating and reviewing project staff; coordinate tasks based on priority, staff availability, and resources as designated by Manager
  • Develop and implement new/updated policies, procedures, goals and priorities for the branch as necessitated by demands, changing conditions, volume and/or management request
  • Lead and/or represent HR Systems in change management efforts, cross-functional initiatives and department/organization projects
  • Review and approve staff work to ensure new designs, changes, or enhancements to systems meet user requirement needs and ensures adherence to industry and department standards
  • Manage and direct operations to ensure targets, service level agreements and corporate objectives are met
  • Perform supervisory/managerial responsibilities
  • o Ensure adequate/skilled staffing; select employees
    o Establish performance goals and priorities
    o Prepare, conduct and review performance appraisals
    o Develop, mentor and counsel staff
    o Provide input and/or prepare budget requirements for Annual Financial Plan (AFP)
    o Ensure section/branch goals and objectives align with division/department strategy
    o Ensure efficiency of operations
    o Leadership Level – Supervise daily activities

  • Qualifications

  • Bachelor’s degree in Human Resources, Business, Information Technology, Computer Science, Finance or related field, or the equivalent combination of experience, education and training
  • Advanced skill applying innovative approaches to solve technical design issues
  • Advanced skill communicating complex technical concepts to non-technical audiences
  • Significant experience in managing cross-functional, multi-dimensional teams and projects of the highest complexity which have business risk and impact
  • Significant experience in managing projects from creation through execution and evaluation; managing timelines/deadlines/resources
  • Significant experience in managing multiple priorities independently and/or in a team environment to achieve goals
  • Advanced skill resolving conflicting requests and meeting changing requirements
  • Advanced skill maintaining composure in a high production and changing environment
  • Advanced skill presenting to stakeholders & all levels of leadership
  • Advanced skill presenting findings, conclusions, alternatives and information clearly and concisely
  • Significant experience in demonstrating thought – leadership, initiative-taking, decision-making and creativity solving business problems
  • Advanced skill exercising initiative and using good judgment to make sound decisions
  • Advanced skill maintaining accuracy with attention to detail and meeting deadlines

  • Desired – Master’s Degree in a related field, or the equivalent combination of training, education and experience

  • Desired – Working knowledge of Navy Federal Human Resources systems, policies, procedures, and programs

  • Hours:
    Monday – Friday, 8:00 am to 4:30 pm
