Assistant Human Services Director

Provides day-to-day supervision of Human Service operations.

Assists in the organization, coordination, and carrying out Human Services Board policies and program rules to provide state mandated human services for the residents of Union County.

Works with the Human Services Agency Division Directors to evaluate the various programs, keeps the Assistant County Manager/Agency Director advised of the effectiveness of current programs. Initiates necessary changes required for the improvement of programs and assesses the need for new programs.

Recommends and implements approved internal controls and monitors agency programs and activities to ensure compliance with applicable federal, state, and local laws, regulations, and contract provisions.

Coordinates short and long range planning to accommodate program development and service delivery.

Confers with Division Directors to identify program opportunities, including goals, objectives and performance measurements.

Confers with the Division Heads for long and short range planning with the primary responsibility for those areas that cross program lines.

Assists with the development, preparation and administration of the Agency budget(s).

Provides guidance in personnel matters, including employee selection, assignment, evaluation and discipline.

In conjunction with the Assistant County Manager and Division Directors, plans and ensures institutional effectiveness regarding all administrative, operational issues and services.

Works with the Assistant County Manager to develop and implement agency policies and procedures.

Has authority to act for the Assistant County Manager in personnel and management team matters related to Human Services in the Assistant County Manager’s absence.

Develops and maintains effective working relationships with other County departments, state and government officials, and representatives of community organizations in areas of common interests, in order to solicit input, assess needs, develop priorities, and maintain efficient and effective programs.

ADDITIONAL JOB FUNCTIONS

Is responsible for special projects/assignments as assigned by the Assistant County Manager including media relations, intergovernmental relations and community relations.

Attends Board of County Commissioners’ meetings as required.

Performs other related work as required.

Education and Experience

Master’s degree in Public Administration, Business Administration, Social Work, or Public Health or Human Services field, and two years of senior management experience in a human services agency; or Bachelor’s degree from an accredited college or university with a Human Services, Business Administration or related degree and four years of senior management experience in a human services agency or business; or any equivalent combination of training and experience which provides the required skills, knowledge and experience and abilities.

Special Requirements

Must have a valid driver’s license and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.
