Serves as Assistant Human Resources Officer under the Associate Director to Operations at the Crescenz VA Medical Center, located in Philadelphia, PA.

Duties

The Assistant Human Resources Officer has delegated responsibility from the Human Resources Officer for the planning, direction, control, coordination, operation, and evaluation of the facility’s Human Resources management program.

Duties include

:

  • Key advisor/consultant to senior management and

influences the acceptance and exercise of sound human resources management

concepts, practices and innovations. Consults and participates with senior

management in analyzing broad implications of higher level of

authority, laws, regulations, policies, as well as technological and

administrative advancements and trends. Analyzes the specific impact on human

resources administration and seeks solutions to existing and possible future

problems; identifies long and short range needs; formulates proposals for

senior management consideration; and plans and initiates improvement actions on

a continuing basis.

  • Formulates and recommends policies and established and implements human resources activities, techniques, and methods to ensure sound, meaningful, and practical human resources administration. Keeps abreast of operating program developments to effectively assist management in discharging human resources responsibilities.
  • Evaluates human resources program operations for

quality/quantity of work, regulatory compliance and effectiveness of service to

management and employees. Identifies problem areas, coordinates corrective action, and effects changes and improvements in the human resources programs. Responsible to succession planning; strategic planning; performance measures; performance improvement plans; implementing VACO/VISN policies/directives; internal HR policy and standard operating procedure development and implementation; conducting internal quality assurance and self-assessment program reviews; budget preparation and execution; space allocation; equipment needs; various automated systems and tools for use by human resources

staff and others such as e-OPF, USA Staffing, eQIP, WebHR, VetPro, local HR

SharePoint, etc., in order to support activities for HR and the center’s

internal/external customers and flow of human resources operations.

  • Provides advice and guidance to all supervisory

levels on human resources management principles, techniques, acceptable

personnel practices as well as statutory, regulatory, and procedural

requirements. Works closely with senior management and other management

personnel in providing advice on a full range of human resources functions such

as recruitment and placement, compensation and wage surveys, employee and labor

relations, employee development, information systems, position management,

performance management, awards, benefits programs including workers’

compensation, retirements, health, life, long-term care, and various leave

programs and entitlements, credentialing, and so forth.

  • Reviews draft regulations, standards, or other

guidance for impact on the facility and human resources program. Determines the

need to continue, rescind, and/or re-write applicable Medical Center policy to

assure compliance with higher-level regulations, policies, etc. Full staff

official to the Medical Center Director and other Pentad members as a

responsible partner of the executive management staff who shares a full, joint,

and plural relationship with other staff officials in his/her human resources administration

specialty.

  • Supervises a

human resources staff directly and through subordinate supervisors. Plans work

to be accomplished by subordinates; set and adjust short-term priorities;

prepares schedules for completion of work; assigns work to subordinates based

on priorities; selective consideration of the difficulty and requirements of

assignments and the capabilities of employees; evaluates work performance of

subordinates and serves as reviewing officials for employees rated by

subordinate supervisors.

Specialized Experience

:

Applicants must have one

year of specialized experience equivalent to the

GS-12

level in the Federal

Service which equipped the applicant with the particular knowledge, skills and abilities

to perform successfully the duties of the position and that is typically in or

related to the line of work of the position to be filled. Examples of specialized experience would typically include but are not limited to:



Applying

human resources rules and procedures in carrying out assignments, operations or

procedures;



Applying

a wide range of human resources management concepts, laws, policies, practices,

analytical and diagnostic methods sufficient to solve a wide range of complex

human resources related problems and issues;



Performing

senior operational work in and/or directing staff providing comprehensive

services in any of the areas of staffing, placement, classification, information

systems, employee/labor relations, benefits, compensation, etc.



Reviewing

and evaluating human resources work processes and administrative operations in

order to provide management with recommendations for improving organizational

effectiveness.

Experience refers to paid and unpaid experience, including

volunteer work done through National Service programs (e.g., Peace Corps,

AmeriCorps) and other organizations (e.g., professional; philanthropic;

religions; spiritual; community; student; social). Volunteer work helps build critical

competencies, knowledge, and skills and can provide valuable training and

experience that translates directly to paid employment. You will receive credit for all qualifying

experience, including volunteer experience.

Work Conditions

:

Work is performed in a typical office setting. Occasionally, may be required to work beyond

normal duty hours.

Physical Demands

:

No special physical exertion is required. Work is primarily performed while sitting,

though some work may require periods of standing. the regular and recurring

work involves sitting at a desk, conferences, meetings, etc., and occasional

visits to activity work sites.

Travel

: May be required to perform official government

travel in the performance of assigned duties utilizing various modes of

transportation – commercial aircraft, commuter trains, buses, taxi, shuttle

vans, rental cars, etc. to attend government sponsored events, conferences,

seminars, training, meetings, etc.

Time-in-grade

: Applicants who are

current Federal employees and have held a GS grade any time in the past

52 weeks must also meet time-in-grade requirements. For a GS-13

position you must have served 52 weeks at the GS-12 level.
