Assistant Director of Finance

The Assistant Director of Finance is responsible for managing the City’s budget and financial services for the City’s internal utilities. In this capacity, the position is expected to be a key staff member that will assist with the development of the Finance Department’s strategic plan and supervises the Budget Office and financial services for the City’s internal utilities.

The salary range for the position is $104,850 to $174,051, with an expected hiring range of $120,000 – $140,000, depending on the experience and qualifications of the successful candidate.

ESSENTIAL FUNCTIONS:

  • Manages the Budget Office and financial services for the City’s internal utilities
  • Assists in conducting special audits or periodic analysis of internal systems and makes recommendations to improve internal controls
  • Prepares financial reports, graphs, charts and other illustrative materials as required by gathering and analyzing a variety of factual and/or statistical data related to the following utility rates, utility volume and load forecasts, impact fees, drainage fees, and other financial matters related to the City’s utilities , which is frequently communicated to the City Council, Management, and various internal committees
  • Supervises Budget operations and is responsible for overseeing the development and monitoring of the City’s long-range financial forecast, budget and capital improvement operations
  • Reviews and prepares fiscal impacts related to proposed legislation and community development projects
  • Monitors and assists with renewals, audits and rate filings related to franchise agreements
  • Researches various City and departmental policies and procedures and develops recommendations for modifications when warranted
  • Performs delegated supervision on behalf of the immediate supervisor and represents the supervisor in their absence
  • Maintains regular and punctual attendance

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in business, finance, accounting, or related field
  • Ten years progressively responsible professional experience in finance, accounting, or a related field


OR

  • Master’s degree in business, finance, accounting, or related field
  • Eight years progressively responsible professional experience in finance, accounting, or a related field


Core Competencies:

  • Extensive working knowledge of accounting principles and practices, utility operations and rates, and recommended budget practices
  • Ability to communicate effectively both verbally and in writing
  • Ability to form and maintain effective relationships with co-workers and customers

CONDITIONS OF EMPLOYMENT:

  • Must have a valid Class "C" Driver’s License prior to employment (must obtain Texas Class "C" driver’s license within 30 days of hire per state law)
  • Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check


Preferences:

  • Strongly prefer Master’s of Business Administration (MBA) or related graduate degree
  • Certified Public Accountant (CPA), Certified Management Accountant (CMA), or Certified Government Finance Officer (CGFO) credential is preferred
  • Proficiency in Microsoft Word, Excel and PowerPoint
