JOB SUMMARY:

This position is responsible for Foster Care Supports and will be a direct report to the Deputy Director of Support Services; will ensure compliance with federal regulations and procedures; participates in the strategic planning process; reviews, analyzes and recommends solutions on agency-wide issues and strategies; develops and issues policy directives that are consistent with the agency’s vision mission and values.

JOB DUTIES:

– Directs the placement provider support team that partners with providers whom train foster parents

– Ensures compliance with federal regulations and procedures

– Participates in the strategic planning process

– Reviews, analyzes and recommends solutions on agency-wide issues and strategies

– Develops and issues policy directives that are consistent with the agency’s vision mission and values.

– Leads quarterly meetings and foster parent recruitment efforts

– Accountable for life and safety investigations, license compliance and application process

– Leads the effort for kinship, foster family supports and adoption recruitment efforts to include communication, kinship stipends and the heart gallery efforts

– Manages the agency capacity of foster placements to meet foster placement needs

– Plans, organizes and monitors all aspects of the division

– Works across the agency and with providers in a collaborative manner to achieve agency’s mission

– Works with the Deputy Director of Support Services on achieving metrics and working within the framework of team for continual process improvements

– Serves as an executive leadership member of support services and will have a substantial role in the departmental policies and development of the strategic plan

– Performs other duties appropriate to the assignment

Knowledge of:

– Contemporary management practices; motivating and mentoring staff

– Project Management techniques

Skill in:

– Verbal and written communication

– Establishing and maintaining interpersonal relationships

– Developing and implementing departmental policy and strategic plan

– Financial management, project management and oversight

Multiple tasking in an accurate and timely manner

Ability to:

– Evaluate data and provide meaningful feedback to leadership

– Develop goals and set priorities

– Interact with various staff levels within the agency

SPECIAL SELECTION FACTOR(S):

Requires the possession of, and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12).

Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

Must be able to secure and maintain clearance from the CPS Central Registry.

PREFERRED QUALIFICATION(S):

– Bachelor’s degree in accounting, finance, economics, management, business administration, public administration or related field as required

– Master’s degree in related field and/or professional certification

– Practical work experience managing business operations

RETIREMENT:

Positions in this classification participate in the Arizona State Retirement System (ASRS).
