Assistant Administrator

EXAMPLES OF DUTIES:

Under general direction, performs major daily and project/program based administrative duties. Recommends and administers divisional/departmental policies and procedures. Prepares regular and special reports related to divisional/departmental operations. Performs other job-related duties as required.

MINIMUM QUALIFICATIONS:

A High School Diploma or GED is required. A Bachelor’s Degree in Business/Public Relations or closely related field from a four-year accredited college or university is required. Two years of full time paid experience in government or private industry office administration is required. (Substitution: Two years of full time experience may substitute for each year of college education lacking.) Must be able to operate a personal computer with Microsoft Office Suites.

Preferred Qualifications

Experience in community development, real estate development, housing rehabilitation or renovation, new home construction, accounting, finance. An understanding of principles of Sustainability, Green Building and construction. Masters or Graduate degree in Business, Public Administration, Urban Studies, Law, Planning or related field. Working knowledge of real estate finance and loan underwriting. Any one or more of the National Development Council Certification courses or certificates. Must be organized and a self-starter. Demonstrated strong oral and written communication, mathematical proficiency, networking, leadership and interpersonal skills. Must be able to understand the requirements of the Housing Code of the City of Cleveland.

SUPPLEMENTAL INFORMATION:

Responsibilities

Works under direction in the Housing Development Office to administer the Residential Tax Abatement program and to support a team of community development professionals that finance affordable housing and related neighborhood development projects.

Acts as the primary contact person for citizens, property owners, and developers regarding the City’s residential tax abatement program and the Green Building Standard. Tax abatement is offered as an incentive for the construction and renovation of housing. The City of Cleveland’s innovative Green Building Standard is a requirement for all projects seeking residential tax abatement.

Will review tax abatement applications for all required documentation, process the tax abatement certification through various government entities, gather data, prepare regular and special reports, and organize meetings and presentations.

Responsibilities also include support for senior staff in the structuring and implementation of real estate developments. Support duties will focus on processing disbursement requests, documenting compliance with regulations, and maintaining records and files.

The position will include additional duties as assigned.
