Application Developer (Job ID: WR 1728 ADM)

CCI is looking for an application developer for the Department of Ecology. The Financial and Administrative Systems Support (FASS) section of the Ecology ITSO has a large portfolio of computer applications that meet a wide spectrum of business needs for Ecology. Many of these applications are in business areas that do not change frequently. Since FASS employees do not frequently work on the systems, the systems have not been upgraded to use current technology application development tools. Two such applications are the Billing and Revenue Tracking System (BARTS) and the Ecology Loan Tracking System (ELTS). They both use technologies (Java and proprietary frameworks) that are no longer supported by FASS, and have become difficult to maintain by FASS. Ecology will be replacing these two applications, but in the interim FASS does not have the staff resources with the skill sets needed to support the systems while they are being replaced.

Ecology is seeking an expert application developer with knowledge and experience in Java and Microsoft development tools to analyze, document, and maintain old computer applications.

The scope of work for this project includes computer application analysis, development of new processes in existing systems, documentation, training on changes, and computer application maintenance.

1) Contractor will analyze BARTS and ELTS systems to identify repairs and enhancements that would improve the reliability and productivity of each system, and provide estimate labor costs.

2) Contractor will assist the Ecology IT Business Team in choosing the highest value tasks.

3) Contractor will provide a work plan and estimated cost to Ecology for approval.

4) Ecology lead will coordinate assigned work with the contractor lead.

5) Contractor will document, develop, and deploy the solutions to the chosen repairs or enhancements, and then train designated FASS employees on the changes made and how to support the feature in the future.

The contractor will produce the following deliverables:

1) Systems Analysis

  • Alternatives analysis of repairs and enhancements.
  • Assist the IT Business Team in choosing the highest value tasks.
  • Produce a work plan (with Ecology Business Team input) for the repair or enhancement tasks with estimated labor costs.

2) Solution development

  • Document system changes.

3) Solution deployment / switchover

4) Knowledge Transfer

  • Technical briefings for FASS employee.
  • Solution cross-training for FASS employee.

Requirements

  • Have provided the types of technical services identified herein for at least 5 years. Required
  • Proven success in providing contract developers for Microsoft technology-based systems using Java, C#.Net, and SQL Server within government agencies. Required
  • Experience in interviewing end users to clarify application requirements. Required
  • Experience in documenting operating instructions for technical support staff. Required
  • Experience working with financial applications. Required
  • Experience in estimating the time and cost in providing services for enhancements and data maintenance. Required
  • Proven success in providing enhancement and development assistance on projects involving applications more than eight years old. Desired
