Application & Database Developer

Job Purpose

Reportingto the IT Database & Development Manager, the Applications & Database Developerwill be responsible for supporting & developing internal and external webapplications, as well as database services, for the applicable functional areasof the South Carolina Education Lottery (SCEL.) This position is at-will and will not becovered by the South Carolina State Employee Grievance Procedure Act.

Job Functions andResponsibilities

Performs full life cycle software development, including defining requirements, prototyping, designing, developing, testing and enhancements. Develops new websites and applications, as well as routine maintenance and enhancements, to existing sites and applications. Provides system integration strategies to facilitate data collection, data entry, data exchange, data reporting and query processes between applications. Troubleshoots system issues, monitors scheduled jobs and sets up maintenance plans to proactively monitor the performance of all applications. Monitors, tunes and analyzes database performance; allocates server resources to achieve optimum application performance. Develops and enhances technical operating procedures and documentation to improve efficiency and effectiveness of operations and change activity. Works with employees across multiple departments to obtain and define user information needs, performance requirements, project limitations, capabilities, and interfaces. Acts as database administrator in terms of performance, maintenance, synchronization, security and accessibility of database systems, to include replication, backup and restoration, and performance tuning and scalability. Provides FOIA support and data mining services, as required, by various departments within the SCEL. Creates and maintains software documentation. Performs any other duties, as assigned.

MinimumRequirements

ABachelor’s Degree in Computer Science, Management of Information Systems, orsimilar field of study, with 3-5 years of relevant work experience. (Additionaland/or related work experience will be considered for education equivalency.)

Knowledge, Skillsand Abilities

TheApplications & Database Developer position requires proficiency with SQL, MSVisual Studio, MS SSIS, ASP.net, vb.net, HTML, HTML5, CSS, JavaScript, PGP andSFTP. A solid understanding of the inner workings of applications, includingsecurity, session management and best development practices, is required. This position must have the ability to dealcourteously and effectively with others; the ability to understand andcomprehend SCEL policies, rules, regulations and procedures; the ability to payattention to detail; the ability to exercise good judgment and discretion; the abilityto establish and maintain effective working relationships; the ability tocommunicate effectively, orally and in writing; and the ability to workflexible a schedule, when required.
