Role Overview

Applications Analysis Consultants manage development life cycle projects and/or perform in a high-level contributor role with expertise in product application and/or business and technical processes. Applications Analysis Consultants provide system and end user workflow guidance and/or direction concerning the business implications of the application of one or more systems. Applications Analysis Consultants are assigned complex projects and/or situations that have a high degree of customer exposure. Using an analytical approach, Applications Analysis Consultants assess project, development, and customer and company risk and advise management accordingly. Applications Analysis Consultants regularly demonstrate a thorough knowledge of technology when interfacing with the development staff or the project team. Application Analysis Consultants assist with, and sometimes lead, the definition and documentation of business requirement, working directly with end users, and then translate and document into functional requirements and specifications. They will work on multiple projects at any given time or may be delegated special work assignments as necessary, which may include conducting client operational reviews for efficient product(s) usage. Applications Analysis Consultants may also be responsible for consulting on product vision, planning, and forecasting.

The scope for this position is Care Management. The Application Analysis Consultant will develop and document requirements and specifications which support and enhance the DSTHS CareConnect application, as well as interfaces and web services for integration with Core Claims Systems and additional ancillary systems including third party applications which support the end to end Care Management workflow. The Application Analysis Consultant must have a solid understanding of Case Management, Disease Management, and Utilization Management, and how these components fit into the overall Health Plan strategy for supporting members across all commercial and government lines of business. The Application Analysis Consultant must be aware of the Health Plan compliance requirements related to NCQA, URAC as well as CMS and other agencies and be able to define system changes needed by customers to support their continued compliance and accreditation.

Responsibilities

Identify, analyze, define and document business requirements and user stories for CM/DM/UM Integrated Care Management enhancements based on a variety of inputs including customer requests, industry and market changes, and regulations.

Drive requirements through the software release cycle, working closely with cross-functional business, clinical and technical team members.

Research and propose options and solutions for improving systems or business processes, creating comprehensive business cases for new innovation investments

Assist with the planning and execution of software release Operational and Solution Readiness across all DSTHS impacted groups (Sales, Marketing, Professional Services, Customer Support, etc.), including knowledge transfer sessions.

Coordinate interdependencies and resolve issues

Ensure application functionality meets internal and client expectations

Act as a resource to lead and/or conduct various testing activities and/or quality reviews.

Facilitate regular customer meetings and user group sessions (both remotely and in person)

Provide billable consultative services for clients, as required

Conduct customer or prospect product demonstrations as the Integrated Care Management subject matter expert.

Travel up to 25%

Qualifications

Minimal:
Bachelor’s degree in Healthcare, Nursing, Technology, or related field or 6 years equivalent work experience/knowledge of core products.

Knowledge/experience of Care Management Systems

Knowledge/experience of core claims administration systems (Knowledge of DST core products (Amisys Advance, PowerSTEPP or MHC a plus)

Strong knowledge of the software development life cycle or industry-related experience

Ability to apply industry knowledge and business acumen in critical thinking, problem solving and creation of innovative solutions.

Self-starter with the ability to solve problems, organize work independently and work on multiple projects simultaneously

Ability to learn new concepts and software quickly, without dependence on formal training

Strong written and verbal communication skills targeted to clinical and technical audiences

Process driven analysis skills

Flexibility and adaptability to thrive in a fast paced, transformative environment
