Formulate/define system scope and objectives. Devise or modify procedures to solve complex problems considering computer equipment capacity, limitations, operating time, and form of desired results. Prepare detailed specifications from which programs will be written. Responsible for program design, coding, testing, debugging, and documenting.

Responsibilities:

  • Assists in the evaluation of a specific project in regards to scope, complexity, and potential for success.
  • Prepares manpower and equipment cost estimates.
  • Assists in the design of project details; such as: systems flow, files, design, integrity, control procedures, form design, user security, output distribution, and manual procedures.
  • Designs, codes, tests, debug, and documents programs.
  • Independently handles the design and some of the analysis of small projects.
  • Adheres to project deadlines.
  • Reports on job progress/problems to the application’s project leader.
  • Assists in designing and executing the test plan for a given project.
  • Completes and/or ensures the completion of all documentation for a given project.
  • Helps direct the execution of programming tasks.
  • Maintains ongoing discussions with the application’s project leader and end users regarding all phases of the project.
  • Participates in applicable user training for the project.
  • Assists in junior staff members in terms of available technology, office policy, procedure, currently active applications, file structures, and proper methodology for successful completion of all projects.
  • Reports inadequate performance of junior staff members to the project leader.
  • Keeps current with policies and procedures for the Department and the institution.
  • Attends and participates in team meetings detailing strategic and operational team functions.
  • Assists in auditing existing systems for possible enhancements and areas requiring maintenance.
  • Reviews and maintains documentation for all team applications.
  • Develops a solid understanding of the team’s applications.
  • Solves and/or executes the solution of all team production problems.
  • Maintains a positive relationship and interaction with all users.
  • Helps evaluate vendors and 3 rd party software/applications.

Qualifications:
Education:

  • Bachelor’s Degree in Math, Engineering or Computer Science required. Technical training program equivalent may be substituted.

Experience:

  • Minimum of two (2) years of experience
  • Experience in COBOL programming.

Knowledge and Skills:

  • Has full technical knowledge of all phases of applications systems analysis and programming.
  • Ability to work and communicate effectively in all levels of management.
  • Demonstrated experience addressing/solving complex systems issues.
  • Ability to fully utilize BHMC’s electronic record systems, equipment and other healthcare and billing systems relevant to this position.

Physical Requirements:

  • Position requires prolonged periods of sitting and use of a computer and screen viewing throughout the working day.
