ADMINISTRATOR I

Performs highly responsible administrative and professional duties in a statewide human services program specializing in child protection programs. Provides oversight for preparation, evaluation and management of federal grants; coordinates planning activities with other state and local entities; seeks funding opportunities, plans, implements and evaluates pilot programs and demonstration projects that improve and integrate service delivery. Upholds the vision and mission of the agency through utilizing the Practice Model theories, beliefs and principles in daily practice.

Responsibilities:

Plans, implements, and evaluates statewide pilot/demonstration programs related to family preservation, family support, child abuse prevention, and child abuse intervention.

Monitors the achievement of identified goals and objectives in both the Child Abuse Prevention and Treatment Act and the Promoting Safe and Stable Family Act, which comprise the Comprehensive Child and Family Services Plan.

Reviews Federal grant regulations to assure agency compliance with the Family Preservation and Family Support Act, the Child Abuse Prevention and Treatment Act, and the Adoption and Safe Families Act; prepares grant applications and compliance reports for the Federal government.

Makes continuous and important contacts with federal, state, and local officials, public and private human service agencies, professional associations, provider organizations, and the public, to gather input in developing long-range plans for DCYF and to present the goals and objectives of DCYF-related federal grants, projects, and demonstration projects.

Ensures uniformity and compliance with Federal laws, policies, and procedures designated by the Administration for Children and Families (ACF) through consultation and planning with field and other program staff.

Researches, compiles, and analyzes information on model child welfare programs, and assists in program design for New Hampshire’s child welfare programs.

Develops, reviews, and monitors contracts with community-based service providers to achieve the goals and objectives identified in long-range plans for NHDHHS, and DCYF; analyzes data and prepares planning reports for DCYF, NHDHHS, and the Federal Administration for Children and Families.

Represents the Division at various state and regional meetings, on various stakeholder oversight panels, and on various program and grant initiatives.

Researches competitive grant opportunities and participates in grant writing. Functions as the grant lead when appropriate and functions as part of the Grant Planning Team.

Provides oversight for other units within the Bureau of Well-Being as appropriate.

MINIMUM QUALIFICATIONS:

Education: Master’s degree from a recognized college or university with a major in social work, psychology, counseling psychology, or a related field.

Experience: Five years’ experience in social services, casework, human services, child protection, or counseling field, three years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, grant writing, business management, or related management experience.

OR

Education: Bachelor’s degree from a recognized college or university with a major in social work, sociology, psychology, counseling psychology, or a related field.

Experience: Six years’ experience in social services, casework, human services, child protection, or counseling field, three years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, grant writing, business management or related management experience.

License/Certification: Valid driver’s license and/or access to transportation for use in statewide travel.


SPECIAL REQUIREMENTS:
Must be available to work some non-traditional work hours.
