Administrative Specialsit I, Grade 18

This position is open only to:
(1) Current Montgomery County Government employees;

(2) Montgomery County employees who were affected by reduction-in-force and currently have RIF priority rights;

(3) Active Montgomery County local fire and rescue department volunteers with at least 50 points under the length of service award program; or

(4) Active Montgomery County Customized Employment Public Interns, QUEST Interns, Project SEARCH Interns or former Montgomery County Customized Employment Public Interns, QUEST Interns, or Project SEARCH Interns within 24 months of completion of internship.

This position may be filled at the Public Administration Associate level, Grade 16

Salary:
$41,140 – $67,542

The primary purpose of this position is to procure office and station supplies for all Montgomery County Fire and Rescue Service (MCFRS) worksites.

There are about fifty worksites that regularly require supplies and approximately five vendors that provide these supplies.

Specific responsibilities include, but are not limited to:
Placing over 150 orders for various supplies to be delivered to each worksite.

Communicate regularly with worksites to ensure the supplies ordered were delivered and to coordinate resolution of any problems with orders.

Process invoices for payment against purchase orders that were established, and maintain a filing system to ensure that paid invoices and packing slips can be easily retrieved.

This position will engage with personnel from each worksite who designate supply needs and provide packing slips for supplies that have been received.

The employee in this position will follow-up with vendor representatives when supply orders are not received when expected and address any invoice or payment issues.

Additionally, this position requires the selected candidate to be very familiar with the contracts used to order supplies and will provide input and assistance, as necessary, to ensure the contracts continue to meet the department?s needs.

Other responsibilities may include:
reconciling restricted donation accounts; reconciling p-card expenditures; providing back-up when personnel are absent; pulling budget, expenditure, or procurement data from the financial system; and providing general assistance with grant administration.

This position is part of the Fiscal Management Division

Minimum Qualifications

MINIMUM QUALIFICATIONS:
If filled at the Administrative I level, Grade 18:
Experience:
One (1) year of professional administrative experience.

Education:
Graduation from an accredited college or university with a Bachelor’s Degree.

Equivalency:
An equivalent combination of education and experience may be substituted

If filled at the Public Administrative Associate level, Grade 16:

Experience:
None.

Education:
Graduation from an accredited college or university with a Bachelor’s Degree.

Note:
Some occupational fields for which the PAA class is used for training and specialized experience require a specific professional Bachelor?s Degree.

Equivalency:
An equivalent combination of education and experience may be substituted.

Preferred Criteria

Preferred Criteria

:

Experience providing customer service to managers across a large organization.

Experience in using Oracle for procurement or financial processing.

Experience in managing a high volume of service requests.

Experience communicating with vendors, both orally and in writing.

Experience reconciling financial accounts.

All applicants who meet minimum qualifications will be reviewed and rated by subject matter experts based on the Preferred Criteria.

Based on the results of Preferred Criteria evaluation, applicants will be rated and placed on the Eligible List as either “Qualified” or “Well Qualified.” The highest rated applicants will be placed on the Eligible List and may be considered for interview. Employees meeting minimum qualifications who are the same grade will be placed on Eligible List as a “Lateral Transfer” candidate and may be considered for interview.

Note:
In the event there are 10 or fewer minimally qualified candidates, all will be placed on the Eligible List as Qualified and Hiring Managers will be required to interview a minimum of five candidates. For “seniority” jobs (as shown in Article 8), resumes will be reviewed and rated by subject matter experts based on the Preferred Criteria.
