Administrative Specialist II (Financial)

Under general supervision to provide bookkeeping, budgetary and administrative support, to process and maintain records for financial transactions and to perform related duties as required. to provide basic accounting and bookkeeping functions, meet deadlines and effectively manage multiple tasks and duties. As a member of the Human Services finance team, supports efforts of the department by working in a collaborative manner to foster teamwork and coordination while providing financial support.

DUTIES & RESPONSIBILITIES:

1. Provides financial, bookkeeping and budgetary support for the Senior Services workgroup and other assigned workgroups as needed. This includes the following: • Processes, verifies accuracy of, and maintains records of financial transactions. This includes processing payments and billings for grants and contracts, requisitions, completing deposits and keeping records and ledgers.

• Provides support for budget development, revenue and expenditure monitoring, personnel financial tracking and records management.

• Develops and maintains financial information needed to meet division/department/city and grant requirements.

• Provides bookkeeping support for programs.

• Performs budget/bookkeeping research and reconciliation, including compiling information from a variety of reports and sources, preparing and providing financial information and summaries to staff, and reviewing and reconciling financial reporting to ensure accuracy.

2. Interacts with the public, city staff, and vendors to provide information, answer questions, and resolve problems, including: • Interprets policies, procedures and reports; assists employees and vendors; provide information to the public,

• Implements and assists with documentation of financial policies and procedures; makes recommendations for financial procedures.

• Drafts correspondence in response to inquiries and letters from vendors.

• Implements, organizes and maintains various complex and confidential records management systems for administrative and financial documents.

3. Interacts with the public, city staff, and vendors to provide information, answer questions, and resolve problems, including: • Interprets policies, procedures and reports; assists employees and vendors; provide information to the public,

4. Identifies and recommends improvements in office operations related to financial processes to ensure support functions are efficient and cost effective, and to provide a high level of service to the public and city staff.

5. Other: • Performs related duties as required to meet the needs of the city.

• Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.

• Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

QUALIFICATIONS:

REQUIRED MINIMUM QUALIFICATIONS:

High School diploma or GED ; Minimum of two years : Accounting or bookkeeping experience; direct responsibility for accounting/bookkeeping and financial record processes demonstrating professional competency; experience using word processing and spreadsheet software with demonstrated proficiency in Microsoft Office applications; experience compiling data and generating financial reports; experience entering data in financial/accounting and database systems. Demonstrated ability : To plan, problem-solve and take initiative; to work independently under minimal supervision; to communicate effectively both verbally and in writing; to work as part of a team; ability to effectively maintain high level of confidentiality and comply with city’s ethics and business practice policies. Demonstrated excellence: Accounting and math skills; organizational skills with strong follow up ability; ability to establish and maintain positive working relationships with individuals at all levels in the organization and customers.

Have and maintain acceptable criminal conviction history.

DESIRED QUALIFICATIONS – In addition to the required minimum qualifications:

Associates or Bachelor’s degree in Accounting, Finance, Business Administration or related field. Municipal government experience including familiarity with the City of Boulder’s Financial System.

WORKING CONDITIONS – Required Physical and Mental Effort, and Environmental Conditions:

Physical and Mental Effort : Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.

Work Environment : Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises.

Machines and equipment used include, but are not limited to the following : Frequently uses standard office equipment including personal computers, telephones, calculators and copy/fax machines.
