Administrative Services Manager

Plans, organizes, directs and coordinates the Administrative Services division within the Sheriff’s Office. This includes managing, organizing, supervising, and implementing a variety of program planning and evaluation, contract/grants development, and liaison functions for the Sheriff’s Office.

Serves in a consultative role to upper and mid-management in addressing and resolving administrative and related policy matters.

Provides complex assistance to the Sheriff and Chief Deputy in areas of expertise; implements and facilitates the implementation of a wide variety of programs and projects.

ESSENTIAL DUTIES:
Exercises full authority for making decisions and implements programs to ensure the effective provision of administrative services within the Sheriff’s Office.

Plans, managers, directs the records functions, internal human resources services function, data entry function, warrants function, accreditations function, victims assistance function.

Administers the budget preparation, fiscal analysis, expense reduction, purchasing and payroll transactions.

Recommends and implements changes in the office’s policy.

Coordinates with various County departments, elected officials, and outside governmental agencies to accomplish the goals and objectives of a criminal justice agency.

Develops and implements fiscal and administrative goals, policies, procedures and

Systems. Identifies and develops new and/or modified administrative or operational support systems and recommends changes to increase the efficiency and effectiveness of the department.

Manages the collection and preparation of detailed divisional budgets, revenue and expense reports.

Administers or directs the development, preparation, and implementation of the division budget; including the review and analysis of divisional budget requests, development of justification for budget proposals, and the management of expenditures and revenues.

Researches and prepares technical and administrative reports. Prepares, reviews, and approves detailed written correspondence and reports.

Ensures that procedures to collect and account for county funds are adhered to per the Texas Local Government Code guidelines.

Prepares financial reports for Seized Funds and coordinates with the County Auditor’s Office for financial reporting requirements for these funds.

Assists with law enforcement grants to include coordinating with County Auditor’s Office regarding all reporting and use of such funds.

Ensures continued compliance/accreditation standards and processes.

Readily complies with departmental and county-wide policies and procedures.

Performs related special projects as assigned.

The physical demands and environmental factors listed below as well as regular attendance are also essential functions for this position. PHYSICAL DEMANDS:

This is largely a sedentary role; however, some filing, copying, walking and bending may be required.

This role routinely uses standard office equipment such as computers, phones, filing cabinets and various office equipment.

ENVIRONMENTAL FACTORS:
Work is primarily indoors in an air-conditioned, tobacco-free office.

Williamson County has adopted a Tobacco-Free Workplace policy. This policy prohibits smoking or use of any tobacco product on Williamson County premises.

MINIMUM QUALIFICATIONS:
Combination of education and experience equivalent to Bachelor’s Degree in Business Administration, or a related field.

Five (5) years of progressively professional experience managing administrative services.

Knowledge of theory, principles, practices and application of government budgeting.

Knowledge of principles and practices of contract negotiation and administration.

Ability to effectively and efficiently use modern office procedures and computer equipment.

Must maintain a satisfactory Motor Vehicle Record.

EMPLOYMENT TESTING:
Employment is contingent on passing post-offer, pre-employment drug testing, motor vehicle and extensive criminal background investigations. PREFERRED REQUIREMENTS :

Two (2) years of management experience in a law enforcement agency. IRREGULAR HOURS:

Work outside of the normal office hours may be required to meet deadlines and accuracy requirements.

Non-Essential Personnel for Emergency Situations; unless employees are designated by Department Heads or employees are in other offices that are open.
