Administrative Clerk (Stockton, Lodi, Mokelumne and Pardee)

East Bay Municipal Utility District (EBMUD) Administrative Clerks are journey level employees that perform a variety of general clerical and administrative tasks. With Stockton, Lodi, Mokelumne, and Pardee offices located over 80 miles from EBMUD headquarters without local support from other EBMUD functional staff (IT, Purchasing, Accounting, etc.), and local staff numbering over 100, the Administrative Clerk must be a knowledgeable, reliable, flexible, and otherwise helpful resource.

Because of the remote locations of EBMUD’s Stockton, Lodi, Pardee, and Mokelumne offices, the Administrative Clerk must be able to function in a remote location and to routinely report to or travel to one or more locations on a regular and ongoing basis. The Administrative Clerk may take direction from the work units senior administrative staff and/or supervisor. In addition to taking a lead role in dedicated assignments, the Administrative Clerk must be familiar with other ongoing activities and projects within the office and able to back up other staff.

Typical duties include:

• Preparing various documents such as forms, reports, graphs, tables, invoices, purchase requisitions, timesheets and other materials, scanning, issuing vouchers or receipts, and monitoring office purchases.

• Receiving and screening visitors and telephone calls, providing factual information to the public or other EBMUD staff or referring inquiries as appropriate and making appointments.

• Providing clerical support to assigned programs, processing various types of applications, coordinating meetings and/or interpreting and explaining EBMUD policies and procedures.

• Organizing own work, setting priorities to meet deadlines.

• Tracking, assembling, summarizing, and maintaining a variety of material.

• Basic statistical data entry and tabulation.

• Maintaining, monitoring, and processing reports from specialized databases and software programs.

• Classifying, indexing, filing, logging, and locating a variety of materials according to established filing systems; maintaining procedure and other manuals; opening, screening, sorting, routing, and processing mail; attaching pertinent correspondence and other relevant data for references.

Knowledge of:

• Microsoft software, Windows-based, networked PC and mainframe operations.

• Standard office practices.

Ability to:

• Work with constant and varied interruptions, within deadlines, while maintaining attention to detail.

• Operate a PC and other modern office equipment.

• Follow oral and written instructions.

• Communicate clearly and concisely.

• Deal tactfully and effectively with others in a variety of circumstances.

• Prepare reports and records as requested.

• Perform arithmetic calculations and quickly and accurately proofread material for grammatical and numerical accuracy.

The Administrative Clerk salary range is $4,629 per month increasing to $4,860, $5,103, $5,358, and $5,626 after 6, 18, 30, and 42 months, respectively.

Requirements:

Any combination of education and experience that has led to the acquisition of the knowledge and abilities indicated above. Typical means of acquiring the essential knowledge and abilities is a combination of training and experience equivalent to:

1. Completion of twelfth grade, or its equivalent

2. One year of clerical experience.

3. 45 wpm net typing speed for most positions.

4. A valid California driver’s license and satisfactory driving record.

5. Willingness and ability to work occasional overtime during evening or weekend hours as needed.

6. Ability to lift materials weighing up to 30 pounds; to sit, stand, kneel, crouch, etc. for prolonged periods for both desk and heavy filing work; manual dexterity sufficient to use a PC keyboard and calculator; visual acuity sufficient to read different sized handwritten or typed text at a variety of distances; and hearing sufficient to converse both in person and over the telephone.

The Selection Process:

1. Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, June 2, 2017. Only application materials submitted online during the filing period will be accepted.

2. All qualified applications and supplemental responses will be competitively evaluated, with those candidates demonstrating the strongest qualifications for the position to be invited to a written test scheduled for June 17, 2017 in Stockton.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates demonstrating the strongest qualifications for the position to be invited to a panel interview expected to be held in late June.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.

Level of Proficiency:

Basic (Beginner) : can get into and maneuver within program. May have no “hands-on” experience but has taken a class or has used similar software programs (list them).

Good : can create and edit a document (spreadsheet, data base, etc.), has knowledge of formatting features (fonts, bold, basic calculations, etc.)

Expert : can execute most features of a program (e.g., mail merge, creating labels, run reports, etc.), troubleshoot and/or provide assistance to others.
