Administrative Assistant, Principal

The Hennepin County’s Human Services and Public Health Department (HSPHD) has four vacancies seeking leaders in the areas of Community Relations Management, Early Intervention Management, Operations Management, and a Practice Standards and Training Management. These positions will work with Children and Family Services (CFS) Leadership to transform the practice work within CFS to be in alignment with the child well-being framework, the newly developed CFS practice model, best practices, and established regulations.

The primary duties and responsibilities of these positions include:

  • Community Relations Management Lead:

    • Coordinate a community partner forum to learn best practices and advances in system improvements to best meet the needs of children’s well-being.
    • Serve as the community liaison for community partners to bridge to appropriate staff and resolutions regarding escalated issues.
    • Advise the CFS leadership team on community resources, challenges, and opportunities for enhancement of services and outcomes for children in Hennepin County.
  • Early Intervention Management Lead:

    • Responsible for implementing a comprehensive system of policies and procedures across Hennepin County and the community to promote child well-being for all infants and children.
    • Identify and develop a continuum of services that provides prevention or early intervention services for children who are at risk of abuse or neglect.
    • Identify gaps in prevention and early intervention strategies and work to build an infrastructure of county and community support services, collaborating closely with Children and Family Services, Public Health, Juvenile Justice, and community agency managers and supervisors.
  • Operations Management Lead:

    • Act as a change leader as Hennepin County moves to a child well-being model of service delivery.
    • Manage an effort to develop and implement strategies to integrate the child well-being framework and new CFS practice model into the case management practice and work within CFS.
    • Utilize subject matter expertise in the areas of Child Protection, Children’s Mental Health, Child Welfare, Adoption, Kinship, and Out of Home Placement to develop and implement practice standards that are consistent with best practices and are in compliance with state and federal requirements and statutes.
  • Practice Standards and Training Management Lead:

    • Manage an effort to develop and implement strategies to integrate the child well-being framework and new CFS practice model into the case management practice.
    • Utilize subject matter expertise in the areas of Child Protection, Children’s Mental Health, Child Welfare, Adoption, Kinship, and Out of Home Placement to develop and implement practice standards that are consistent with best practices and are in compliance with state and federal requirements and statutes.
    • Oversee the development of training of staff in the child well-being framework, CFS practice model, and standards.
    • Lead efforts in other Hennepin County departments and services areas to implement the child well-being framework and service model.

Best Qualified Candidates will have:

  • A Master’s degree or higher in social work or public administration and five or more years of experience in the planning and administration of social service operations or programs. Experience can be substituted for education on a year for year basis.
  • Experience:
    • Leading or participating in a strategic planning process.
    • Managing and guiding a significant change in operations of a service, program or organization.
  • Knowledge of:
    • Principles and practices of public sector program administration.
    • Effective supervisory practices and techniques.
    • Project management practices
    • Management information systems.
    • Principles of organizational development, planning, and program evaluation/performance measurement.
  • Ability to:
    • Develop a project work plan, implement the strategies within the project work plan, and monitor and update strategies to accommodate changing priorities
    • Establish and maintain effective organizational and public relations.
    • Communicate clearly and concisely in verbal and written form.
    • Interpret and analyze fiscal and technical data for planning and decision making.
    • Represent the department in a wide variety of administrative capacities.
