Administrative Analyst or Management Analyst

The City of Santa Clarita is hiring one position at either an Administrative Analyst or a Management Analyst level.

Administrative Analyst Duties and Responsibilities:

  • Maintains a general working knowledge of department issues, projects, and priorities
  • Analyzes studies, reports and findings, and prepares reports and recommendations
  • Performs research in specialized areas and prepares recommendations
  • Develops correspondence, reports, and other documents
  • Establishes positive working relationships with City employees, outside agencies, and the public
  • Prepare and review City Council agenda items
  • Attends City Council meetings and community meetings
  • Monitors and manages department budget and contracts

Management Analyst Duties and Responsibilities:

  • Takes the lead on special projects of organizational-wide significance; works individually and as part of a team; conducts studies; makes recommendations; implements programs
  • Analyzes legislation; identifies potential organizational impacts; prepares technical reports; develops and implements City policies processes, and programs to meet legislative requirements; communicates changes to the organization
  • Develops and monitors department budget; develops revenue and expenditures forecasts; identifies funding needs; prepares budget requests
  • Oversees department contracts; negotiates agreements; ensures contract requirements are met
  • Prepare and review City Council agenda items
  • Attends City Council and community meetings and makes presentations on projects and programs of organizational significance
  • Works with City employees at all levels of the organization and may supervise staff or a functional area depending on assignment
  • Establishes positive working relationships with City employees, outside agencies, and the public

Education and Experience:
Administrative Analyst Education and Experience:

  • Bachelor’s Degree in Public Administration, Business Administration, or related field
  • Three years of professional experience in a local government agency is highly desirable
  • Master’s Degree in related field is highly desirable
  • Any equivalent combination of education and experience will be considered
  • Possession of, or ability to obtain, a valid Class C California driver’s license

Management Analyst Education and Experience:

  • Bachelor’s Degree in Public Administration, Business Administration, or related field
  • Master’s degree in Public Administration or related field is highly desirable
  • Three years of professional-level experience performing complex data analysis and implementing processes, policies, and programs of organizational significance
  • Any equivalent combination of education and experience will be considered
  • Experience working for a public agency is highly desirable
  • Possession of, or ability to obtain, a valid Class C California driver’s license

Knowledge and Abilities:

  • Strong leadership skills and the ability to take the lead on planning and implementing effective organizational programs
  • Strong project management skills and the ability to coordinate multiple projects simultaneously, meet time-sensitive deadlines and changing priorities, and work within the constraints of the budget
  • Strong analytical and problem-solving skills and the ability to analyze operational and organizational problems, be an innovative and strategic thinker, and provide sound policy and procedural recommendations
  • Strong fiscal management skills and the ability to prepare, track, and administer budgets and contracts; and experience with government budgeting processes
  • Strong verbal communication skills and the ability to explain complex information and make public presentations to large groups
  • Strong written communication skills and the ability to develop comprehensive technical reports and documents
  • Strong customer service and conflict management skills and the ability to provide relevant information, find workable solutions, and resolve difficult issues
  • Strong interpersonal skills and the ability to effectively work with employees at all levels and establish and maintain collaborative working relationships with outside agencies and members of the public
  • Strong work ethic and the ability to demonstrate a high level of ethics, confidentiality, and professionalism
  • Strong team player with the ability to work both autonomously and within a collaborative team
  • Strong computer skills and the ability to use Microsoft Word, Excel, PowerPoint, Publisher and other computer programs to generate letters, spreadsheets, presentations, and reports
  • Strong attention to detail and the ability to produce work that is accurate and complete
